The Department of Transportation through the Program Support Center, General Acquisitions Branch, intends to award a 5 year Conract to assist in the management and evaluation of speed setting and enforcement demonstration projects. Up to 15, 2- year grants/cooperative agreements will be awarded to small communities. The Contractor shall be responsible for assisting NHTSA and FHWA in selecting communities for award, routine day to day management of the projects, providing engineering and other technical assistance where appropriate, and evaluating the results of the projects in terms of speed and risk management. Emphasis areas will include traffic engineering, enforcement, and public information and education. The Contractor shall also be responsible for identifying appropriate control sites and performing collection and analyses of data from these sites for comparison and control of confounding factors. Offerors should also be capable of extensive interaction with community leaders, city, county, and state transportation engineers, police, and other public officials. The Contract is anticipated to be a 5 year cost reimbursement contract. The anticipated release date for the request for proposal (RFP) is July 5, 2000.
