AIRCRAFT HANGER BAY THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION
ONLY. THIS ANNOUNCEMENT DOES NOT CONSTITUTE A SOLICITATION FOR
PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. THE
GOVERNMENT WILL NOT REIMBURSE CONTRACTORS FOR ANY COSTS ASSOCIATED WITH
PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR THOSE
ASSOCIATED WITH ANY REQUIRED FOLLOW-UP INFORMATION. IN ORDER TO PROTECT
THE INTEGRITY OF ANY FUTURE PROCUREMENT THAT MAY ARISE FROM THIS MARKET
SURVEY, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT
BE GIVEN AT THIS TIME. THERE WILL BE NO APPOINTMENTS GIVEN FOR
PRESENTATIONS. The Norfolk Naval Shipyard (hereafter abbreviated as
NNSY) is requesting information and associated costs for drawings,
fabrication, load testing, delivery and installation for the provision
of direct access of forklifts to the hanger bay of a carrier-class
naval warship while pier-side or in dry dock at NNSY. A ramp is the
primary method under consideration to meet this need. However,
alternative methods are encouraged and will receive due consideration.
The ramp shall have a 40,000 lb capacity, max. 20 deg slope, 18 ft
width, 65 ft length, and a 23 ft, 6 in height. The ramp shall have a
separation point at the 15ft, 6 in elevation to accomodate a
dry-docking situation. Ramp shall connect to any corner of a 25 ft
square tower, 23 ft, 6 in high. The top of the tower shall have a
decking used to make a 90 deg. turn from the top of the ramp and have
the same capacity as the ramp. Connecting at any corner shall allow for
alternative configurations. A bridge shall be designed to span 37 ft
from the top of the tower to the ship's structure. The bridge shall
connect to any corner of the tower and have an axle with wheels on the
ship's end to accommodate tidal changes. The bridge shall be the same
width and capacity as the ramp. A 10 ft long section shall be designed
to rest on the ship's deck and transition between the bridge piece and
the ship's deck. The transitional section must attach to, and move
with, the bridge section (through tidal changes) and have the same
width and capacity as the ramp. All sections must have the ability to
be lifted by crane and cannot exceed 80,000 lbs deadweight. Sections
exceeding the deadweight criteria must be made in multiple pieces that
interconnect upon installation. Lifting attachment points must meet a
design criteria of 6 to 1 factor of safety on ultimate strength. All
sections must include kick-plates and handrails strong enough to
contain a fully loaded 10,000 lb capacity Caterpillar Model TH103
Telescopic Handler. Contractors should submit pricing information of a
"turn-key" type inclusive of all sections and pieces described above
(from design through installation). Pricing information shall be
itemized as closely to the individual item(s) as possible. All
construction materials, method, and fabrication shall be IAW the
following industry standards: American Institute of Steel Construction
(AISC); American National Standards Institute (ANSI); American Society
for Testing and Materials (ASTM); American Welding Society, Inc (AWS);
Steel Structures Painting Council (SSPC). Designs shall be evaluated
on the following: Quality, Strength, Cost, Multiple Use, Safety/Guards,
Maintenance, Past Performance, Maneuverability, Durability, Delivery,
East of Use, Innovation. A SITE-VISIT AND CONFERENCE FOR ALL INTERESTED
PARTIES WILL BE HELD AT NNSY, BLDG 1500, 2ND FLOOR, CODE 530 CONFERENCE
ROOM, @ 12:30 PM, TUESDAY, JULY 18TH, 2000. QUESTIONS WILL BE ANSWERED
RELATIVE TO THIS ANNOUNCEMENT AT THAT TIME. ALL PROSPECTIVE
CONTRACTORS ARE URGED TO ATTEND THIS CONFERENCE. YOU ARE HEREBY ADVISED
THAT THE CONFERENCE WILL BE HELD SOLELY FOR THE PURPOSE OF EXPLAINING
THE GOVERNMENT'S REQUIREMENT. AT THE CONCLUSION OF THE CONFERENCE, ALL
QUESTIONS WILL BE COMPILED AND A WRITTEN RESPONSE WILL BE SUPPLIED TO
THE CONTRACTORS WITHIN TWO (2) WORKING DAYS. ALL ATTENDEES MUST
