This announcement supplements the notices published in the CBD on
February 3, 2000, and February 23, 2000. These notices relate to the
construction of facilities and rehabilitation of existing buildings,
subject to Presidential decision, to support an X-Band Radar and
associated facilities for a limited National Defense System. The
Government is prepared to proceed with Phase II of the acquisition
process for such construction and rehabilitation, that is, the issuance
of the Request for Proposals (RFP) and source selection for
construction of the facility and associated infrastructure located at
Eareckson AFS, Shemya, Alaska, into which the X-Band Radar can be
installed. Phase I of the acquisition process included an industry
briefing and the presolicitation notice dated November 1, 1999.
Responses were submitted in accordance with the requirements of the
presolicitation notice. In accordance with the approved acquisition
strategy, only the concerns that responded to the presolicitation
notice are eligible to submit an offer in response to the RFP announced
herein. Due to schedule requirements, the only site being included at
this time is the preferred alternative site for the X-Band Radar
facility. The estimated magnitude of the project is expected to be
between $100,000,000 and $250,000,000. The RFP will be issued on or
about June 30, 2000 with a 60% design, which will be updated to 90% in
July, 2000. A pre-proposal conference and site visit will be conducted
the week of July 17-21, 2000. Names of attendees must be furnished to
the contracting officer no later than June 30, 2000. Further detailed
information on the conference will be provided in the RFP. Proposals
will be submitted in two phases; technical proposals will be due on
August 15, 2000; cost proposals will be due on September 7, 2000. Award
is expected not later than December 7, 2000. A contract award based on
this solicitation is subject to Presidential decision to proceed with
this preliminary radar facility construction phase of the NMD Program.
