U. S. Coast Guard is considering whether or not to set-aside an
acquisition for the Historically Underutilized Business Zone (HUBZone)
concerns only. The estimated magnitude of this construction project is
between $500,000.00 and $1,000,000.00. The applicable Standard Industry
Classification (SIC) Code for this acquisition is 1629 and the small
business size standard is $17 Million. The acquisition is for Station
Pensacola Seawall at USCG Station Pensacola, Pensacola, Fl. The scope
of the project consists of demolishing an existing caisson,
constructing a concrete sheet pile seawall, erosion protection and
timber dolphin piles. Other demolition includes removing submerged
collapsed concrete sheet piles with concrete cap, and a temporary
wooden wall. Existing caisson consists of concrete sheet piles, gravel
fill and concrete cap. The new seawall is supported by precast
concrete battered piles. Underwater erosion protection consists of
concrete filled fabric forms. Work includes a base bid item and four
additive bid items. At the present time, the acquisition is expected to
be issued under full and open competition procedures. However, in
accordance with FAR 19.1305, if your firm is HUBZone certified and
intends to submit an offer on this acquisition, please respond by
e-mail to cpallen@fdcclant.uscg.mil. In your response include: (a) a
positive statement of your intention to submit a bid for this
solicitation as a prime contractor; (b) evidence of experience in work
similar in type and scope to include contract numbers, project titles,
dollar amounts, and points of contacts and telephone numbers; and, (c)
a positive statement of your remaining bonding capability. Your
response is requested by 07 July 2000. All of the above must be
submitted in sufficient detail for a decision to be made on
availability of interested HUBZone concerns. Failure to submit all
information requested may result in a contractor not being considered
as an interested HUBZone concern. A decision on whether this will be
pursued as a HUBZone small business set-aside or on an unrestricted
basis will be posted on the Electronic Posting System (EPS) web site.
