solicitation to contract for all labor, material and equipment to
complete repair of Building 243, mainly consisting of two floors of
administrative offices. Project includes selective demolition of
windows, raised floors, interior partitions and doors, as well as
HAZMAT abatement. Seismic upgrade includes new reinforced concrete
shear walls and footings. Repair includes mechanical (plumbing, HVAV,
and automatic wet pipe sprinkler system) and electrical (with back-up
capability). The facility will have metal stud framed gypsum board
partitions, carpet flooring, solid core wood and aluminum doors, and
new aluminum windows. In addition to the interior work, the exterior
will be repaired and fitted with a steel standing seam roof, while the
walls will be finished with EIFS to match the current base standard,
complete and ready for use. This is a firm-fixed price contract with
some Design Build work required. The solicitation package is 80%
designed and 20% design build. The estimated cost range is between
$5,000,000 to $10,000,000. The construction contract will be awarded
using the competitive negotiation procedures and based on best value to
the government using the trade-off process. This procurement is
unrestricted. The Standard Industrial Code (SIC) is 1541 and the
related small business size standard is $17,000,000. The contract will
be awarded to the firm providing the proposal with the best value to
the Government using criteria outlined in the solicitation: (1) Past
Performance; (2) Corporate and Key Personnel Experience; and (3)
Commitment to Small Business. THE GOVERNMENT WILL ISSUE THIS
SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be
directly provided in a paper hard copy format nor CDs. Notification of
any changes to this solicitation will be made ONLY on the Internet
site. It is, therefore, the contractor's responsibility to check the
