the United States Fish and Wildlife Service, the National Park Service,
Denver Service Center, is soliciting proposals from construction firms
having the capability to perform the work described below. A
negotiated firm-fixed price = contract will be awarded requiring
submission of both a technical and price proposal. The Government will
consider an offeror's capability in comparison to its price and will
make a best value award. The work of = the contract consists of
demolishing and removing the existing service = spillway structure,
emergency spillway structure, and diversion structure near = the right
abutment of the dam. Approximately 1,340 feet of the existing dam
embankment will be removed and replaced. Materials removed from the
existing embankment shall be replaced and compacted in the embankment.
Work includes constructing a replacement service spillway structure at
= the location of the existing service spillway. The replacement
service = spillway structure shall include reinforced concrete walls
and slab, upstream = and downstream stoplogs, fish screens, and
miscellaneous metalwork. The contract also includes constructing
filter/drain sand, crushed stone, = and riprap channel protection in
the service spillway channel downstream = from the new service
spillway. A new emergency spillway must be constructed = at the
location of the existing emergency spillway. The new emergency =
spillway structure shall include upstream and downstream reinforced
concrete = control sills, and erosion protection consisting of riprap
and bedding, = cellular concrete mats, and turf-reinforcing mats. A new
reinforced concrete diversion structure near the right abutment of the
dam must be = constructed. An aggregate road surface along the entire
dam crest must be contructed = and the dam crest must be regraded to
Elevation 929.5. Provision must be = made for temporary diversion
channels, upstream and downstream cofferdams = for reservoir control,
and diversion during construction of the service spillway, emergency
spillway, diversion structure, and embankment modifications. Electrical
service must be provided to the new service spillway. Disturbed areas,
including borrow areas, if needed, must be reclaimed. Other items of
work incidental to the main work items = outlined above, must be
completed, including clearing and grubbing, stripping = and stockpiling
topsoil, general excavation, and dewatering. A preproposal conference
and site visit will be scheduled. The location for this conference will
be at the Necedah National Wildlife Refuge Headquarters Building,
Necedah, Wisconsin. The estimated price range is between $1,000,000 to
$5,000,000. Time for completion is estimated to be 360 calendar days.
This solicitation is open to large and small businesses. = All
responsible sources may submit an offer. Because this acquisition could
result in an award over $1,000,000, a subcontracting plan will be =
required from the selected firm, if the firm is a large business
concern. The Request for Proposals (RFP) will be issued on or about
July 11, 2000. Proposal receipt date is approximate; actual date will
be established = at the time documents are available. Requests for the
