The work will be procurred via competitive negotiated Source Selection procedures. The work involves the Replacement of Existing Relays and Voltage Regulation/Exciter Systems in the Goddard Power Plant at the Indian Head Division, Naval Surface Warfare Center,Indian Head, Maryland. The contractor shall provide all labor, materials, parts, transportation, equipment and supervision necessary to complete the scope of work as listed below and as described in the contract documents (drawings and specifictions). Contractor shall be a member of NETA (International Electrical Testing Association) or NICET (National Institute for Certification in Engineering Technologies). Technician to complete work shall be NETA or NICET certified. Contractor shall be licensed in the State of Maryland and certified to perform work as described here and in construction documents and incidental related work. Award will be made to the offeror whose proposal, considering the stated evaluation criteria, provides the most advantageous or best value to the Government. The following evaluation criteria are considered equal in imporance to each other; past performance;technical/management factors and price. Responses to the technical portion of the request for Proposal will be evaluated to detemine whether the offeror possesses the capability required to successfully perform the requirements of the solicitation. The price proposal will be evaluated separately to determine reasonableness and realism of price. The estimated cost range is between $350,000.00 and $400,000.00. RFP issuance is 7 July 2000, and proposals are due 7 August 2000. The Standard Industrial Classification Code (SIC) is 1731.
