The U.S. Army Soldier, Bioligical and Chemical Command (SBCCOM) intends to negotiate with Graseby Dynamics Ltd, in Watford, Herts, England, on a non-competitive basis per FAR 13.5, Test Program for Certain Commercial Items. This is a one-time buy of up to 45 Lightweight Chemical Detectors (LCD) and associated test support services. These commercial, non-developmental items (NDI) are being purchased to conduct U.S. Congress-approved Foreign Comparative Testing (FCT) against the Joint Chemical Agent Detector (JCAD) currently under development by BAE Systems, Austin, TX. The Graseby Dynamics LCD is one of three potential alternatives should the JCAD fail to meet its performance requirements. These alternatives were identified from responses to the Request for Proposals for the JCAD. The FCT proposal included testing of all three alternative systems; however, due to limited funding, only the Graseby Dynamics LCD can be tested at this time.
