NASA/JSC plans to issue a Request for Offer (RFO) for Electrical Power Controller (EPC) series relays (60 amps, 90 amps, 150 amps, and 265-400 amps) for the X-38/201 space test vehicle. This power system's activities include generation and distribution of electrical power (batteries or orbiter power) to various loads in the vehicle. Multiple relays shall be used to power on and off as well as distribute power to approximately 460 different loads. This EPC shall also have a built-in current limiting device. NASA/JSC intends to purchase the items from Kilovac/CII Technologies. The justificaiton for contracting by other than full and open competition is under the authority of 10 U.S.C.2304(c)(1) for the acquisition of the EPC series relays. To the knowledge of NASA/JSC, Kilovac is the only vendor capable of suppling the EPC series relays with the built-in current limiting device. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 6, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
