SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. **** The National Institute of
Standards and Technology (NIST) has a requirement for a new or factory
refurbished Three-Axis Coordinate Measuring Machine as follows: 1)
Working Volume: Minimum axis travel 800 by 1000 mm (horizontal axes) by
500 mm. Preferred size: 1000mm by 1200mm by 650 mm. Note: see item 10
for size limitation on delivery site; 2) Mode of operation -- shall be
full DCC operation running standalone programs. All necessary
components for running the CMM shall be supplied, including computer,
interface to CMM, keyboard and monitor; 3) Traverse Speed- at least 250
mm/sec; 4) Acceleration- at least 1000 mm/sec2 ; 5) Allowed workload-
at least 300 kg; 6) Environmental- The accuracy specifications of 7
shall be valid over a temperature range from 19.0 to 21.0 C, with a
maximum gradient over the machine volume of 2 C, and maximum rate of
change of 2 C in 4 hours. The CMM shall have part temperature
compensation with a minimum of 2 part sensors included. To achieve
specifications, temperature compensation may be used as supplied for
normal operation; 7) Performance Tests -- shall include the following
tests from ASME B894.1-1997: a) Repeatability (per section 5.3): 0.0015
mm; b) Linear Accuracy (range over full travel, per section 5.4.2 or
5.4.3): 0.004 mm; c) 20 position Ball Bar (per section 5.5.3): 0.007
mm; d) Offset probe performance test (per section 5.5.3.1): 0.007 mm/m.
(Note for all tests: Artifact calibration uncertainty- if the test
artifact supplied by the seller has a calibration uncertainty that is
more than 20% of the relevant specification, the difference shall be
subtracted from the performance specification. Sample calculation:
Linear accuracy within 0.004 mm; 20% of 0.004 is 0.0008. If the seller
supplies a length standard with calibration uncertainty of 0.002, the
difference is 0.0012. Allowable performance during test: 0.004-0.0012=
0.0028 mm); 8) Probes: a) NIST has several Renishaw probes, probe
accessories and interface boxes. The CMM shall incorporate or replace
with the equivalent of the existing probes and accessories: i) PH10;
ii) ACR1 Rack changer; iii) ACC1 Rack changer controller; iv) SCR200
stylus changer; v) TP200 probe; vi) PI 200 controller; b) In addition
to the above probes, the supplier shall include a 3D analog probe, so
that the CMM can be used in scanning mode. A probe and interface
suitable for scanning operation shall be included, along with necessary
programming capability; 9) Software error correction. If the machine
uses a software error correction algorithm, the parameters used shall
be accessible to NIST staff, that is, it shall be possible to change
them without factory service intervention; 10) Installation -- the
contract shall include full installation in room B06, Building 220 at
NIST. All rigging and hauling shall be included. There is a doorway
that limits access to the room: height 2.05 meters, width 1.65 meters,
and a hallway more than 50 meters in length; 11) Training: contract
shall include training in the programming of the machine for up to four
people; 12) Warranty: the machine shall be warranted to meet the
accuracy requirements (7) for a period of one year****Delivery is
required 270 days after receipt of order (ARO), FOB Destination,
Gaithersburg, MD.**** This solicitation is being conducted under full
and open competition. Selection shall be conducted using FAR Part 13,
Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of
Quotations or Offers. The Government shall make one single award from
this solicitation to the responsible vendor based on Best Value using
a price/technical tradeoff of the following: A) Technical Capability to
meet the specifications. Failure to meet the specifications shall
preclude the Offer from further consideration; B) Past Performance
indicating ability to supply similar products and services and deliver
on time; C) Price. Technical capability and past performance, when
combined, are more important than price.******All vendors shall submit
the following: 1) Two copies of the quotation; 2) Evidence of past
performance during the past three years for similar products and
services; 3) A copy of the most recent price list; and 4) A completed
copy of the provision at 52.212-3, Vendor Representations and
Certifications-Commercial Items which may be downloaded from
http://www.nist.gov/admin/od/contract/repcert.htm. ******Incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-16. The clauses 52.212-1 Instructions to Offerors --
Commercial Items, and 52.212-4, Contract Terms and
Conditions-Commercial Items apply to this acquisition. Also, the clause
at 52.212-5(a), Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies to this
