National Institute of Environmental Health Sciences intends to award
a sole source purchase order to On-Line Instrument Systems (OLIS),
pursuant to 41 U.S.C.253(c)(1) -- Only one responsible source and no
other supplies or services will satisfy agency requirements. This
procurement is for a Olis Rapid Scanning Spectrophotometry with analog
temperature control module, closed cycle cooling box, shutter box
incorporation, excitation monochromator shutter and on-site
installation. The spectrophotometry system has the following required
features: 1. Must include a double grating monochromator with a scan
rate of 1,000 scans/second (typically, 230,000 nm per second or 1.4 x
10[7] nm/min) to be used in absorbance scanning; 2. Must include a
double grating monochromator with a scan rate of 1,000 scans/second
which can be used as a single grating emission monochromator by
positioning of side-window photomultiplier tube in the mid-plane of the
monochromator; 3. sample compartment must allow custom adaptation for
using jacketed cuvettes, stopped-flow mixing system, cold tip cryogenic
flask, and/or other required sample holder; 4. must support microsecond
fixed wavelength detection at rates to 2 MHz (2 x 10[6]
readings/second; 1.8 x 10 [8] readings/minute). Must also be capable of
conventional speed scanning; ratings must be moved in synchrony for
conventional slow scanning; 5. Software supplied with the instrument
must include the "Simplex Method", a linear fitting procedure which is
applicable to linear an non-linear problems using linear optimization
of the parameters until some convergence crite-rior is met. (The
Simplex Method differs from the widely known and widely used
Levenberg-Marquardt and Gauss-Newton methods in that it does not use
derivatives of the function with respect to the parameters, and thus,
is much less prone to find false minima.) In addition, the software
must include the exact "Matrix Exponential Solution" method in kinetic
analysis, which is markedly more precise than numerical inte-gration
methods and which does not have Runga-Kutta's stiffness. The software
must also include data compression algorithms to reduce the size of the
raw data files by 40 fold while losing non of the information. All
responsible sources may respond by submitting a written narrative
statement of capability to Dee Lunney at the above address for
consideration by the agency. Response must include detailed technical
information and other technical literature demonstrating the ability to
meet these requirements. Responses shall also include itemized pricing
that is sufficient to make a determination that competition is
feasible. If no affirmative responses are received an order will be
placed with On-Line Instrument Systems. The SIC Code/Size is
3826/500EM. This procurement is to be processed using Simplified
