PURPOSE: The US Air Force's F-16 Logistics Operations Division at Hill
AFB, Utah requires the above equipment to be purchased under the task
order currently under contract. The contractor shall acquire any
ancillary equipment required for the operation, maintenance, and
support of the F-16 IAIS Program. In addition, when directed by the
government, the contractor shall perform all travel and labor necessary
for installation of F-16 IAIS computer display units (CDUs) at various
Air Force locations. The purpose of this requirement is to provide
contractor software logistics support for the F-16 Avionics
Intermediate Shop (AIS), Improved Avionics Intermediate Shop (IAIS) and
Associated Support Equipment Systems Control & Support/Self-Test and/or
Operating System Software. This assistance is necessary to ensure
system integrity, mission readiness, sustainability, reliability and
maintainability required for acceptable performance of F-16 AIS/IAIS
and Associated Support Equipment operating software. IMPACT: The
extension of the F-16 weapon system's services to the year 2020 has
driven the requirement for numerous modifications to the airframe and
avionics systems. These modifications have increased the requirement
for new and modified avionics support equipment operating system
software. Without the above equipment, work will stop, deliverables
will not be met, and the entire work effort/order will not be
completed. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In
the effort to complete a working system, it is recommended that ARINC,
Inc., provide the equipment for the following considerations and
reasons: ARINC has hands-on experience with the systems and work effort
at the base and knows the structure, inputs and outputs, and contents
associated with the systems support work due to not only their past
presence on the base and with the task order effort, but also for their
continued support for the mission of the effort at the Air Force. ARINC
has worked with the Air Force computer support center on engineering
control issues. The working relationship will ensure that accurate work
is produced for the Air force customers in a timely manner to meet
timeframes, milestones, and schedules; and the equipment is needed to
complete a successful effort. Concerns having the ability to furnish
the above equipment are requested to give written notification
(includingthe telephone number for a point of contact) to the acquiring
office listed in this notice within 15-calendar days from the date of
this synopsis. This notification should clearly show their ability to
do so without compromising the quality, accuracy and reliability of the
requirement. This is not a formal solicitation. However, concerns that
respond should furnish detailed data concerning their capabilities and
may request a copy of the solicitation when it becomes available. All
