NASA/DFRC plans to issue a Request for Quotation (RFQ) for two (2) Gateway Servers as Follows: 4 Pentium III 700Mhz Processors w/2MB, cache per processor, 2GB RAM w/room to upgrade to 4GB, 9GB SCSI hard drives (QTY 3 disks, mirrored w/RAID 1, 10/100 Base T NICA (QTY 2), 32 MB Dual head Video Card, 3.5" floppy drive, Read/Write CD ROM, 6 PCI slots- Any combo of 64/32 bit Windows NT 4.0 Server software, Redundant hot swappable power supplies Keyboard and mouse tray, Keyboard and mouse Gateway Brand name or equal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from Gateway Federal Sales, 610 Gateway Drive, MS R-40, North Sioux City, SD 57049, on a sole source basis under 10 USC 2304(c)(1)), "Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements." It is likely that award to other than Gateway would result in substantial duplication of costs that is not expected to be recovered through competition. Support from United States Coast Guard (USCG) include equipment configuration, training, maintenance, and X-33 mission support will be provided at no cost. Duplicate equipment to the USCG will only be accepted, which has been tested and proven to be the only acceptable system in USCG DGPS Control Station. The original award of the system was competed. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on JULY 7, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
