hereby soliciting information from potential sources for acquisition of
two (2) Radio Controlled Model Helicopters and Flight/Maintenance
Training. The minimum requirements are as follows: 1) two (2) each --
Radio Controlled Model Helicopter -- Performance Specifications:
minimum payload 60 lbs; minimum flight duration 60 minutes with 60 lb
payload at standard sea level; General Specifications: hover, and
vertical takeoff/landing capable; pitch and roll attitude stabilization
via a computer flight control system; onboard starting system (battery
start); warning feature that displays fuel status and radio wave
reception status during flight; onboard backup rechargeable battery;
minimum payload envelope 480mm H x 540mm W x 600mm L;
horizontally-opposed twin engine (to minimize payload vibration);
Payload Interface Specifications: the aircraft flight control system
shall contain an RS232 serial data port that supplies gyro sensor
readings (pitch, roll, yaw rate, attitude, and x,y,z acceleration),
actuator positions, and fuel level; the serial port should also permit,
through the use of a software switch, the ability to bypass the
installed flight control system and drive the control system actuators
directly; power supply: onboard generator 16 Amps at 14 V;
Documentation: operators manual; maintenance manual; 2) two (2) each --
Radio Transmitter -- Specifications: mode 2 joystick configuration; 750
mW; compatible with radio controlled model helicopter referenced above;
3) one (1) each -- "Trainer" Radio Transmitter -- Specifications: mode
2 joystick configuration; 750 mW; momentary switch (permits master
transmitter to override slave radio transmitter); compatible with radio
controlled model helicopter referenced above; 4) two (2) each -- Main
Rotor Blade Set (1 set consists of 2 blades). Blades shall be of the
same manufacturer and part number as the blades equipped in the radio
controlled model helicopter referenced above; 5) one (1) each --
Flight/Maintenance Training, at the contractor's facility, for the
radio controlled model helicopter referenced above. The training shall
consist of lecture and hands on instruction for two pilots, and one
technician. The contractor shall supply all course material including
the course objectives. The contractor shall provide certification of
compliance of the applicants upon successful completion of the course
objectives. No solicitation exists; therefore, do not request a copy of
the solicitation. If a solicitation is released it will be synopsized
in the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these sites for the
release of any solicitation or synopsis. Vendors having the
capabilities necessary to meet or exceed the stated requirements (of
all the items listed above) are invited to submit appropriate
information, documentation, literature, brochures, and references.
Please advise if the requirement is considered to be a commercial

Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
solicitation for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
