Sea Systems Command, Panama City, intends to issue a sole source
purchase order to C-Tech Defense Corporation for the procurement of
services to determine the elative lethality of the RAMICS ATD
sub-projectile against various explosives commonly used in sea mines.
The Rapid Airborne Mine Clearance System (RAMICS) is being developed by
the Navy to neutralize floating and moored mines in the 40-ft water
column of a littoral environment. C Tech Defense Corporation has
developed a munition for the RAMICS ATD program. Support is required
for C Tech to perform tests and collect data as well as fabricate the
RAMICS ATD sub-projectile and sabot assemblies for the test.. The
explosively loaded targets will be submerged in an aquarium with a thin
mylar window for testing. The targets will be fired upon through the
mylar window while in water to more accurately represent the absence of
air found in underwater sea mines. This acquisition is sole-source for
the following reasons. The munition (projectile and sabot assembly)
for the RAMICS ATD program was developed by C Tech Defense Corporation.
Currently, no testing has been performed on this munition to see its
lethality capability against explosives other than TNT that are found
in sea mine threats. C Tech is the only company that possesses the
unique testing capabilities required for statement of work tasking.
Additionally, only C Tech has the expertise and understanding of the
munition involved in the testing. Tasking another contractor to develop
and conduct this type of testing would cost the Government additional
money and additional time with no identifiable benefits. Contract
