Program Research and Development Announcement (PRDA). The Air Force
Research Laboratory Munitions Directorate Navigation and Control Branch
(AFRL/MNGN) is interested in receiving technical and cost proposals for
the research effort described below. Proposals in response to this PRDA
shall be submitted by 7 Aug 2000, 1500 hours Central Daylight Time, to
AFRL/MNK (Attn: MiMi Martin), 101 W. Eglin Blvd, Bldg 13, Suite 337,
Eglin AFB FL 32542-6810. Responses must reference the above number
(MNK-PRDA-00-0003). Proposals submitted must be in accordance with this
announcement. Since this is a PRDA, there will be no formal request for
proposal or other solicitation regarding this announcement. This is an
unrestricted solicitation. Small businesses are encouraged to propose
on this solicitation. Proposal receipt after the cutoff date and time
specified herein shall be treated in accordance with restrictions of
FAR 52.215-1(c)(3); a copy of this provision may be obtained from the
contracting point of contact. Offerors should be alert for any PRDA
amendments that may be published. Offerors should request a copy of the
January 2000 AFRL publication entitled, "PRDA and BAA Industry Guide".
This guide was specifically designed to assist offerors in
understanding the PRDA/BAA proposal process. Copies may be requested

resulting from this PRDA will be formatted in accordance with the
Research and Development Streamlined Contracting Procedures described
in DFARS 235.70. B -- REQUIREMENTS: (1) Background: During the past
decade, the Global Positioning System (GPS) has been utilized on a wide
variety of platforms to provide extremely accurate time and position
data in a variety of environments. The use of GPS-aided munitions in
recent conflicts has proven the system_s valueto militaries throughout
the world and has forced potential adversaries to search for and field
systems designed to negate or disrupt the military utility of the GPS.
As more dependence is placed on the Global Positioning System, the
performance of a GPS-based navigation system on a guided weapon is
becoming increasingly more important. The satellite-based GPS signal is
susceptible to several types of errors, as well as interference (e.g.,
jamming). Because the GPS signal can become totally unavailable for
periods of time, an inertial navigation system (INS) is required to
generate the primary navigation system outputs, with a mutual aiding of
the GPS and INS. In addition, the need for small munitions has come to
the forefront due to the imminent release of the next generation of
fighter-bomber aircraft which, to decrease observability, have
installed small, internal bomb bays. The goal of this effort is to
develop a smaller, more jam-resistant GPS/INS integrated system for
munitions applications. (2) Scope:The objective of the MINT program is
to develop a candidate ultra-tightly coupled (e.g., deep integration
or combination) GPS/INS system. The system design must show a path to
a unit that will reside within a single cylindrical package for use in
a small smart bomb and maintain current GPS/INS system accuracy. (3)
Technical Requirements: This program will last 24 months, during which
time, the offeror shall perform a requirements analysis; develop a
preliminary ultra-tightly coupled GPS/INS design; and build a Bread
Board Technology Demonstrator (BBTD) of their ultra-tightly coupled
GPS/INS system. BBTD performance shall be fully evaluated in the
laboratory and the preliminary BBTD test results shall be delivered to
the government within 30 days of test completion. Upon approval of the
government, the MINT BBTD performance shall then be evaluated in a
series of computer simulations and van tests using the AFRL/MN Mobile
Test Vehicle (MTV). A final technical report covering the design,
construction, contractor testing, and performance evaluation of the
BBTD shall be delivered to the government. The proposed MINT system
shall be designed to and shall be evaluated on its ability to meet the
following requirements:  Using a less-than-precise (i.e.,
MEMS-based) inertial measurement unit (IMU) possibly aided by a
baro-altimeter, the system shall demonstrate the ability to navigate in
a 70 dB J/S RF environment.  State and measurement model
equations, filter architectures (centralized, cascaded, or federated),
and filter frequencies in the designed estimator shall be explicitly
described, and shall be achievable and testable  The system
shall be compatible with the next generation of Selective
Availability/Anti-Spoofing Modules (SAASM)  The inertial
navigation unit (INU) equations used to compute the primary navigation
outputs shall be explicitly described or referenced  The
system shall show a design path for a cylindrical unit size of no more
than 35 cubic inches in volume and 5 inches in diameter (4)
Deliverable Items: The following deliverable data items shall be
proposed: (a) Scientific and Technical Reports, Final Report,
DI-MISC-80711/T, (Draft and Reproducible Final); (b) Scientific and
Technical Reports, Requirements Analysis Report, and Concept Definition
Report DI-MISC-80711/T, (Draft and Reproducible Final); (c) Performance
and Cost Report, DI-FNCL-80912/T monthly; (d) Presentation Material,
DI-ADMN-81373/T, (for program reviews, charts/photos as required); (e)
Data Accession List, DI-MGMT-81453/T, semi-annually; (f) Software User
Manual (SUM), DI-IPSC-81443, (Draft and Reproducible Final); (g)
Program Progress Report, DI-MGMT-80555, monthly; (h) Computer Software
purchased or generated and appropriate documentation are deliverable;
(i) All source code for generated software is deliverable; and (j)
Hardware purchased or generated is deliverable. A draft of the
requirements analysis report shall be submitted within 30 days of
completion of the analysis phase. The final version shall be submitted
30 days after approval by the Air Force. A draft of the final report
shall be submitted within 30 days of the completion of the technical
effort for review and approval by the government. (5) Reviews: The
contractors shall plan, prepare for, and conduct program reviews at 3
month intervals throughout the program. A Kickoff Meeting shall be held
at the contractor_s facility and a Final Review shall be held at Eglin
AFB. The remainder of the reviews will be held alternately at the
contractors_ facilities and at Eglin AFB. (6) Security Requirements:
EMSEC requirements will apply. Generation of classified material for
this solicitation effort is authorized only on equipment approved for
classified processing by Air Force EMSEC authorities. (7) Other Special
Requirements: International Traffic in Arms Regulations (ITARS) apply.
C -- ADDITIONAL INFORMATION: (1) Anticipated Period of Performance:
The total length of the technical effort is estimated to be 24 months.
Thecontractor shall also provide for an additional four months for
processing/completion of a final report. (2) Expected Award Date: 30
Sep 2000. (3)Government Estimate: The government anticipates a single
award at a composite program cost of approximately $525,000 with a
funding profile of $25K-FY00, $300K-FY01 and $200K-FY02. This funding
profile is an estimate only and is not a promise for funding as all
funding is subject to change due to government discretion and
availability. (4) Type of contract: Cost Plus Fixed Fee (CPFF). (5)

Status: For the purpose of this acquisition, the size standard is 500
employees (SIC 8731). (7) Notice to Foreign-Owned Firms: Such firms are
asked to immediately notify the Air Force point of contact cited below
upon deciding to respond to this announcement. Foreign contractors
should be aware that restrictions may apply which could preclude their
participation in this acquisition. (8) PUBLIC LAW 98-94: Since Public
Law 98-94 is applicable to this program, offerors must prepare a DD
Form 2345, Militarily Critical Technical Data Agreement, and forward it
to: Commander, Defense Logistics Service Center, Attn: DLSC-FBA,
Federal Center, Battle Creek, Michigan 49017-3084; a copy of the
certification shall accompany the proposal. D -- PROPOSAL PREPARATION
INSTRUCTIONS: (1) General Instructions: Offerors should apply the
restrictive notice prescribed in the provision at FAR 52.215-1(e),
Restriction on Disclosure and Use of Data, to trade secrets or
privileged commercial and financial information contained in their
proposals. Proposal questions should be directed to one of the points
of contact listed elsewhere herein. Offerors should consider
instructions contained in the AFRL PRDA and BAA Industry Guide
referenced in Section A of this announcement. Technical and cost
proposals, submitted in separate volumes, are required and must be
valid for 180 days. Proposals shall be submitted in an original and six
copies. All responsible sources may submit a proposal which shall be
considered against the criteria set forth herein. Offerors are advised
that only contracting officers are legally authorized to contractually
bind or otherwise commit the government. Proposals shall not contain
any data classified above the SECRET classification level. Contract
Security Classification Specification DD254 will be mailed separately.

850-882-4294, ext. 3409. (2) Cost Proposal: Adequate price competition
is anticipated. The Volume 2 cost proposal must include as a minimum
a man-hour breakdown by task; a cost element summary including labor,
overhead, travel, G&A, etc.; an SF 1448 for the contract and a payment
schedule for the entire program. (3) Technical Proposal: The technical
proposal shall include a discussion of the nature and scope of the
research and the technical approach. The technical proposal shall also
include a Description/Specifications (D/S) detailing the technical
tasks proposed to be accomplished under the proposed effort and
suitable for contract incorporation. Additional information on prior
work in this area, descriptions of available equipment, data and
facilities, the D/S, and resumes of personnel who will be participating
in this effort shall also be included as attachments to the technical
proposal and are not included in the page limit. The proposal shall
contain a clearly delineated statement of work as a distinct section.
Offerors should refer to the AFRL PRDA and BAA Industry Guide
referenced in Section A to assist in D/S preparation. Offerors must
submit approved DD Form 2345, Export-Controlled DOD Technical Data
Agreement, with their proposal. Any questions concerning the technical
proposal or D/S preparation shall be referred to the Technical Point
of Contact cited in this announcement. (4) Page Limitations: The
technical proposal shall be limited to 50 pages (12 pitch or larger
type), double-spaced, single-sided, 8.5 by 11 inches. The page
limitation is applicable to all information except indices and the
attachments described above. Pages in excess of this limitation will
not be considered by the government. Cost proposals have no
limitations; however, offerors are requested to keep cost proposals to
50 pages as a goal. (5) Preparation Cost: This announcement does not
commit the Government to pay for any response preparation cost. The
cost of preparing proposals in response to this PRDA is not considered
an allowable direct charge to any resulting or any other contract.
However, it may be an allowable expense to the normal bid and proposal
indirect cost as specified in FAR 31.205-18. E -- PROPOSAL EVALUATION:
The selection of none or one source for contract award shall be based
on scientific and engineering evaluation of the proposals in response
to this PRDA to determine best-value potential for the entire program.
Proposals will be evaluated as receivedusing the following factors. No
other evaluation criteria will be used in selecting the proposals.
Technical and cost information will be evaluated at the same time. The
factors in descending order of importance are as follows: (1)
Technical -- The soundness of the approach, including the proper
definition and arrangement of tasks, concept verification techniques,
and the probability of meeting the Government_s technical goals. The
technical aspect, which is ranked as the first order of priority, shall
be evaluated based on the following criteria, which are of equal
importance:  Understanding of the Problem: -- Does the offeror
demonstrate a thorough understanding of GPS, GPS/INS ultra-tight
coupling, GPS jamming issues, extended Kalman filtering, tracking
loops, and general GPS/INS inertial integration? Does the offeror
currently work on these technologies and publish journal articles
and/or present conference papers on these subjects? Does the offeror
have competitive ideas for the solution of this problem (e.g., patents,
copyrights, etc.)?  Soundness of Technical Approach: -- Does
the offeror propose a comprehensive and in-depth approach to
effectively identify, develop, and evaluate a sound technical approach
for solving the problem?  Soundness of Management Approach: --
Does the offeror demonstrate a clear, logical, and efficient approach
to conduct all aspects of the program? Are responsibilities and
communications between the offeror and consultants and sub-contractors
clearly presented? Are responsibilities for security issues clearly
assigned?  Statement of Work (SOW): -- Does the offeror present
a clearly delineated stand-alone SOW that clearly implements the
technical and managerial approach to be used and conforms to the proper
legal verbiage of a SOW? (2) Past Performance -- The offeror_s
capabilities, related experience, record of research accomplishments in
GPS, GPS/INS ultra-tight coupling, GPS jamming issues, extended Kalman
filtering, tracking loops, general GPS/INS inertial integration
technology areas, facilities, techniques, key personnel,
subcontractors, or unique combination of these factors which are
integral factors for achieving the government_s technical goals. Does
the offeror identify and demonstrate program access to qualified
personnel and all required equipment and facilities? (3) Cost -- The
reasonableness, realism, and completeness of proposed cost for the
total program. F -- POINTS OF CONTACT: (1) Ombudsman: An Ombudsman has
been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
