Morris, ESQ., 1290 Wood River Road, Meeteetse, WY, 82433, for a research and analysis effort. UPDATE AND REVISE DEPARTMENT OF DEFENSE PUBLICATION "MILITARY COMPENSATION BACKGROUNDPAPERS." Contractor will update, revise and improve Military Compensation Background Papers, 5th edition, September 1996, and deliver a completed 6th edition, consisting of an electronic version of the document that is compatible with Microsoft Word by 24 months after award of contract. Mandatory changes include: (1) legislative changes to military compensation, (2) judicial interpretations (including pertinent opinions of the Comptroller General), where applicable, to the military compensation system, (3) administrative changes, including Executive Orders, Defense directives and instructions, the counterpart regulatory documents of the Military Departments, and such additional policy instructions that affect the operations of the military compensation system, (4) Congressional instructions as expressed in Committee Reports and Conference Committee Reports, and (5) changes in cost and recipient data for each item through since 1995. Additional changes to be proposed by the contractor include expansions or modifications of existing articles and proposals for new ones, if needed, including the reasons therefor. Quality of the work is paramount; it must be capable of being used in litigation, legislative drafting and compensation operations.
