of Health (NIH), National Cancer Institute (NCI), Division of Clinical
Sciences plans to procure Biomedical research services from BTR Inc.,
11300 Corobon Lane, Great Falls, VA 22066. The National Cancer
Institute utilizes fluorescent in-situ hybridization (FISH) for the
elucidation of chromosomal aberrations in cancer cells, fluorescent
microscopes and digital imaging. In addition, the Cancer Chromosome
Aberration Project requires precision optical equipment for the high
resolution mapping of 5000 BAC clones distributed over the entire human
chromosome complement. The Division of Clinical Sciences requires the
services of a contractor with specialized knowledge and training in the
management of Molecular Biology and Cytogenetics, Flourescent in-situ
Hybridization (FISH) research laboratories to organize and manage the
laboratory. The contractor will be required to develope and utilize a
tracking database to take physical inventory on a weekly, as needed
basis of all chemicals, disposables and supplies required by the FISH
laboratory. The FISH lab depends on these services for its ongoing
operation in developing and applying fluorescent in-situ hybridization
based methods for the early diagnosis of cancer cells and for the
detection of chromosomal aberrations in mouse models of human cancer.
Government owned property of laboratory computers and software
computers will be provided. BTR is the only known source to the NCI
that is familiar with both the intricacies of the research and unique
features of the software programs used in the lab management process.
BRT has developed a proprietary database program to track the supplies
chemical and reagents that are used in the laboratory. The knowledge
of the BTR staff extends to such broad areas as understanding; (1) the
intricacies of the in-situ hybridization and the specific requirements
of the fluorescent labeling process and polymerase chain reaction (PCR)
techniques; (2) the challenges to maintaining tissue culture
facilities; (3) mastery of software programs and technical expertise to
do technical writing and editing; and (4) the NIH procurement process.
BTR has intimate knowledge and access to the computer hardware and
software that is required to operate the programs. This is not a
solicitation for competitive quotations. However, if any interested
party believes it can provide the above service, it may submit a
statement of capabilities. The statement of capabilities and any other
information furnished must be in writing and must contain material in
sufficient detail to allow NCI to determine if the party can perform
the requirement. Capability statements must be received in the
contracting office on July 10, 2000 by 2:00 p.m. EST (local Washington,
