Trading Commission will be issuing a written solicitation in
approximately two weeks for the acquisition of off-the-shelf litigation
support software and related services. The Commission requires an
integrated litigation support software system that will efficiently and
effectively capture and manage information, including documents and
document images, review and coordinate investigation and litigation
evidence and transcripts, coordinate and evaluate information regarding
investigations, litigation and cooperative enforcement matters, track
the progress of such matters and report statistics based on that
tracking. The software applications shall include document management,
litigation support, case management, workflow monitoring, and
reporting capabilities with open architecture and be capable of
flexible integration for use by approximately 180 staff members. A
successful application must operate in a PC Windows-based environment
and provide documents in the same formats as the Commission's current
suite of Microsoft Office products and use Microsoft Exchange e-mail
services. The contractor will provide, configure, and install the
software, and provide training and maintenance services. Full
implementation of the system will be preceeded by, and will be
contingent upon, successful completion of a pilot implementation for a
limited period of time in order to allow the Commission to assess the
adequacy and capabilities of proposed software applciations. It is
anticipated that the solicitation will be available electronically, via
