D -- GE HARRIS SOFTWARE UPGRADE SOL DE-RQ65-00WG15282 DUE 070600 POC Lary Martin 602-352-2646 Western Area Power Administration (WAPA) Desert Southwest Customer Service Region (DSW) intends to issue a contract on a sole-source basis to GE Harris Energy Control Systems, LLC. under the authority of 41 USC 253 (c)(1) -- "only one responsible source" to provide software upgrade to XA/21 Release.3. The specific tasks to be performed under this contract include: 1) Software Update for WAPA-DSR to receive license to use the updated Release 3 base XA/21 software. Specific XA/21 software license deliverables are listed on Schedule A of the Software License Agreement.; 2) Integration of XA/21 Release 3 with WAPA-DSR's current XA/21 system; 3) Reintegration of WAPA-DSR XA/21 software customs for customs listed on the Statement of Work and with functionality as originally provided by GE Harris.; 4) Onsite Installation and Integration Services. Provide one site installation trip for two engineers for a period of up to ten working-days. Additional trips or site installation services, if required, may be quoted separately and subject to additional charges., 5) Sybase 11 software license applied at no additional charge., 6) AutoCAD release 13 software is required in order to make display changes on XA/21 Release 3. AutoCAD Release 13 licenses are offered as an option. WAPA-DSR may supply these licenses themselves.. The basis for the sole source award to GE Harris. is as follows: GE Harris. is uniquely qualified to perform the tasks defined in this Statement of Work (SOW) due to their proprietary GE Harris designs that no other vendor has access to.
