The U.S. Army ARDEC, Picatinny Arsenal, NJ has a requirement to provide technical support for melt pour of large caliber ammunition at Iowa Army Ammunition Plant (AAP). Technical expertise will be provided in the areas of explosives, melt pour, pre and post melt pour processes, inspection and test, process control and quality systems. The technical experts must be familiar with the melt pour processes and practices in use in the 1980s.The operating contractor has experienced difficulty in loading high explosive medium and large caliber projectiles at Iowa AAP. The process called melt pour which involves the casting of explosives in shell bodies is a combination of science, engineering and manufacturing know-how . The downsizing of the ammunition industrial base and reduced ammunition production requirements have depleted the manufacturing know-how in this critical area. The US Army Armaments Research, Development and Engineering Center (ARDEC) and PM, Artillery Munitions Systems (PM, ARMS) is providingtechnical support to the contractor to re-establish the melt pour processes and restore manufacturing know-how. Contractor technical assistance is required to more quickly re- establish reliable efficient production at the Iowa AAP facility. Production will restart at Iowa on the M795 155mm projectile using TNT on or about 10 July 2000. Expert assistance is required approximately concurrent with the restart of production. GENERAL REQUIREMENTS The contractor, as an independent contractor and not as an agent of the Government, will field a team of experts at the Iowa Army Ammunition Plant to assist in resolving the melt pour problem. The Government will provide workspace, communications and computer resources as required for on-site support of the contractor team of experts during this contract. TECHNICAL REQUIREMENTS The contractor shall audit production to verify that the process documentation reflects the processes in use. Critical processes that are not documented shall be identified for inclusion in the process documentation. Quality operations shall be reviewed for conformance to the approved quality system to include process controls, materials controls, inspection and test. Operator and quality control personnel training and experience will be reviewed and analyzed. Quality and engineering data will be reviewed and analyzed. Areas for improvement will be identified. REPORTING REQUIREMENTS The contractor shall prepare a summary report in briefing format covering findings and recommendations. The briefing is to be presented to the PM, ARMS or his designee(s). OTHER REQUIREMENTS Work on this task shall be performed at Iowa AAP with report out at Iowa AAP or ARDEC as determined by the PM, ARMS. All contractor personnel shall comply with safety and security regulations of the Army and Iowa AAP. Period of performance shall be three months from date of award. The contractor shall prepare a breakout of costs including labor, materials and/or travel, if applicable.
