The Office of Justice Programs, U.S. Department of Justice (DOJ) is seeking a small business Contractor located in the Washington, D.C., Metropolitan area to provide interpreting services to four deaf employees. The deaf and hard of hearing employees require interpreting services for various activities including, but not limited to, one-on-one situations, meetings, training, seminars, and special events and programs. Contractor shall provide OJP with interpreting services for the deaf and hard of hearing personnel utilizing the appropriate methods of interpretation, i.e. Voice to Sign and Sign to Voice interpreting for the situation and individuals being served. The interpreter shall have adequate skills to ensure that the basic subject matter and attitudes of both parties are conveyed while transmitting all conversations and communications accurately and objectively. All services shall be performed at the Office of Justice Programs building and other sites as required. Interpreters are required to specifically meet the needs of the deaf personnel served regarding language preference, American Sign Language (ASL), Pidgin Signed English (PSE). Interpreters are required to interpret sign language to spoken English and spoken English to Sign Language. Ability to effectively operate a TTY is required in order to communicate information. Knowledge of American Sign Language is imperative to this requirement. The contractor shall provide 1,920 professional person-hours for Interpreters #1 and #2, and 1,176 person-hours for Interpreter #3, as well as intermittent on call services as required up to 200 hours per year. A person hour is defined as the effort of one (1) professional person directly engaged for not less than one hour, Monday through Friday performing the required services. This excludes all sick, vacation, holidays and administrative leave. The contractor shall perform the following tasks: 1) INTERPRETER #1 -- Interpreter #1 shall perform interpreting services for one deaf employee in the Financial Management Division, Office of the Comptroller. The services provided involve senior level and regular staff meetings, one-on-one meetings, large volume of telephone calls between grantees and program offices, and employee and supervisory meetings. These services are to be provided eight (8) hours per day, 7:30a.m. to 4:00p.m. (Monday through Friday). Occasional travel and overtime may be required for this assignment. 2) INTERPRETER #2 -- Interpreter #2 shall perform interpreting services for two deaf employees in the Accounting Division, Office of the Comptroller. The services provided involve senior level and regular staff meetings, one-on-one meetings, large volume of telephone calls between grantees and program offices, The services shall be split between these two employees on a pre-determined schedule, but will be flexible in order to accommodate special circumstances and needs as they arise. These services shall be provided eight (8) hours per day, 8:30a.m. to 5:00p.m. (Monday through Friday). 3) INTERPRETER #3 -- Interpreter #3 shall perform interpreting services for one deaf employee in the Office of Personnel, Office of Administration. The services provided involve senior level and regular staff meetings, one-on-one meetings, large volume of telephone calls to employees, applicants for employment and OJP management. These services are to be provided seven (7) hours per day, 8:30a.m. to 4:00pm (Tuesday, Wednesday, and Thursday). Occasional travel and overtime may be required for this assignment. When not interpreting, the Contractor shall be available to work on other projects related to DOJ hearing-related disability issues. These duties will be secondary to interpreting. Interpreters shall provide a detailed monthly summary of assignments on the form provided in Solicitation OJP-2000-R-008. The contract is anticipated to be commercial items, fixed price. The best value approach will be used to evaluate the proposals. Oral presentations may be held. Interested offerors shall submit a request for the above reference RFP no later than June 30, 2000.
