NASA/GSFC plans to issue a Request for Proposal (RFP) for support
services to solicit, receive, coordinate evaluation of, and recommend
for contract award, proposals for the NASA Advanced Concepts Program
(NACP). The NACP will provide a venue for NASA employees to offer their
own ideas for exploration of advance concepts in areas such as space
science, earth science, human exploration and development of space, and
aero-space technology. The NACP advanced concepts are specifically for
the development of systems and architecture that will come into
fruition in the approximate 10 -- 40 year time frame. NASA/GSFC intends
to contract for these services by addition to an existing contract with
Universities Space Research Association (USRA) under 10 U.S.C.
2304(c)(1)"Only One Responsible Source", a statutory authority for
other than full and open competition. USRA has provided these services
since 1998 for the NASA Institute for Advanced Concepts (NIAC), a
program similar to the NACP, but limited to advance concepts originated
by non-NASA entities. USRA thus has the necessary infrastructure
already in place to provide the additional NACP services, thus avoiding
duplication of cost [infrastructure as well as the dual
Government/contractor coordination required with two contractors] if
another contractor provided the services. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. See
Note 22. Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on 7/13/00. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
Ombudsman has been appointed. See NASA Specific Note "B". All qualified
responsible sources may submit an offer which shall be considered by
