202-776-8775 The Department of State, Bureau for International
Narcotics and Law Enforcement Affairs has a requirement for an
individual to be a Field Advisor/Airmobile Operations Specialist at the
American Embassy in Bogota, Colombia. The incumbent will assist the
Narcotics Affairs Section (NAS)in the implementation of bilateral U.S.
government and government of Colombia international narcotics control
projects. Specific duties to be performed are as follows: 1. Under the
direction of the NAS, coordinate and monitor assigned NAS/INL
sponsored/directed activities in support of Colombian/Counternarcotics
operations in Bogota and forward deployed areas. 2. Advise the
Colombian national Police/Antinarcotics Directorate (CNP/DIRAN) on
specific matters related to airmobile and ground/small unit
interdiction planning, operations, tactics, training, communications,
medical, and logistics support. 3. Coordinate airmobile and
gound-operations training/small unit tactics for the CNP/DIRAN:
determine training requirements, identify best source of training,
coordinate request for training, coordinate training teams. Conduct
small-scale, on-th-job training as determined feasible. 4. Ensure that
USG provided commodities are effectively utilized and that there is no
fraud, waste or mismanagement in the program through continuous
oversight responsibility and end-use monitoring in the operational
area. 5. Continuously evaluate and advise the NAS on the performance of
colombian agencies operating in conjunction with NAS/INL assets and
resources in order to recommend and/or provide training as needed. 6.
Assist in project budget preparation and program planning. 7. Assist in
defining commodity procurement requirements and preparation of related
project documentation and provide advice and coordination in matters
in pertaining to commodity maintenance and field support. 8. Conduct
field surveys, evaluations, and special studies, as directed. 9. Brief
State Department, Congressionals and other visiting officials on the
status of USG-GOC narcotics control projects; assist in developing
appropriate itineraries and in escorting official travelers, as
directed. 10. Assist in end-use monitoring of international narcotics
control program commodities provided by the USG. 11. The contractor
shall reside in the city of Bogota, Colombia with approximately 50% of
his time traveling and working in the field. The minimum
qualifications are as follows: 1. Must be a U.S. citizen, subject to
Department of State security clearance -- Secret level. 2. High school
graduate or equivalent, with ten years experience in military or law
enforcement(prefer experience in counternarcotics programs). College
bachelor's degree/associate degree highly desired. 3. Nine years
relevant overseas experience in Latin America, which include: training
of foreign nationals in ground operations/small unit tactics,
airmobile operations, weapons training, communications, and field
medical operations. Also, experience in managing/planning logistics of
forward operations and small unit operations. Applicant should have
proven experience in coordinating with host country military, police
and civilians officials. Should be familiar with U.S. and Latin America
counternarcotics operations. 4. Bilingual in English and Spanish at the
R-3, S-3 lelvel. Experience in drafting plans and reports in English.
5. Physically qualified to live in Colombia. Evaluation criteria are as
follows: Experience in special operations/forces, police airmobile,
small unit tactics and operational planning, advisory experience with
foreign national police or military and military or law enforcement
training in airmobile, ground, communications, field medic, and
logistics operations. IMPORTANT: THE SOLICITATION IS CONTAINED IN THE
