Fisk, Code 0211 THIS SOLICITATION IS HEREBY BEING ISSUED AS "100% SMALL BUSINESS SET-ASIDE" BASIS. The SIC Code for this Solicitation is 1629: Heavy Construction, Not Elsewhere Classified. The Size Standard is $17,000,000. The project consists of the design and construction for ship berthing, dredging, general warehouse and a hazardous and flammable storehouse at NSWCDET Ft. Lauderdale, Florida. Dredge the existing wharf area in the Naval Surface Warfare Center, Carderock Division, Ft. Lauderdale Detachment over a length of 91.5 meters, from a present depth of 5.2 meters to 9.1 meters, and provide berthing along the existing seawall to accommodate the USNS HAYES. The existing seawall will require reinforcing and additional structural supports to provide the necessary berthing. Install 440V/1200-amp shore power. On the Detachment property, build a 650 m2. masonry concrete construction warehouse to accommodate the cables, electronics, arrays, and auxiliary equipment associated with the Navy mission supported by the ship. Construct a 111-m2 concrete building for holding hazardous material and hazardous waste associated with ship operations. Repair 259m of sheet-piling seawall to hold back the fill material from the dredging, reclaiming approximately 1.5 acres (.61 hectares) of land. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered. This procurement will consist of Two (2) Phases. Phase I: Proposers will be evaluated on: FACTOR A Past Performance: (1)Design and (2)Construction; FACTOR B Technical Qualifications and Design; and FACTOR C Management Approach. The highest rated proposers, typically 3 to 5 (not to exceed five), will advance to Phase II. The Government will then request the Phase II proposals. Phase II Qualified Proposers will be evaluated on: FACTOR A Past Performance (same as Phase I unless conditions change); FACTOR B Technical Qualifications (same as Phase I unless conditions change); and FACTOR C -- Technical Solutions. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government.
