aircraft parking apron for large body aircraft at Pope Air Force Base,
North Carolina. The project is to provide an approximately 2,000-ft by
650-ft portland cement concrete and asphalt pavement parking apron for
loading/marshalling of U.S. Air Force heavy wide body aircraft. The
apron includes security and airfield lighting, pavement
marking/striping, electrical grounding, and a hydrant refueling pit
loop connection to a distribution system. The project is phased and
includes major utility relocations, earth surcharging, relocation of an
approximately 5,900 linear feet of existing arterial roadway, wetlands
and stream mitigation measures, and associated site improvements. Also
planned is relocation of existing facility infrastructure for aircraft
communication and navigation systems. Also included are repairs to the
existing airfield lighting system. The construction drawings are in
hard metric dimensions. The project will be solicited and procured
using a Low Price/Technically Acceptable (LPTA) Request for Proposal
(RFP) in accordance with Federal Acquisition Regulation (FAR) Part
15.101-2, Lowest Price/Technically Acceptable source selection process.
Proposals will be evaluated against criteria stated in the RFP on
Go(acceptable)/No-Go(unacceptable) basis. Each factor and sub-factor
shall be rated either Go or No-Go. All factors and sub factors are
equal weight. The factors identified as Go/No-Go have been chosen to
screen out high-risk proposals. High-risk proposals are those who have
not demonstrated ability to perform large heavy airfield pavement
projects which include Type II/III hydrant refueling systems. The
factors are: 1) Experience; 2) Past Performance; 2)(a) Timeliness of
Performance, 2)(b) Quality of Performance; 3) Effectiveness of
Management; 4) Compliance with Safety Standards. The SIC Code is 1611.
Estimated cost range of the project is over $10.0 million. Network
Analysis System will be required. THIS SOLICITATION IS ISSUED ON AN
UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT
REFORM ACT OF 1988" (Public Law 100-656). Paper copies of the
solicitation will NOT be available. This solicitation will be posted on
the Internet at http://ebs.sas.usace.army.mil and issued in electronic
format only. It will be available on about 28 July 2000. Amendments to
this solicitation will be posted on the Internet at the above address
unless the total amended compressed files are less than 5 Mbytes in
which case a new CD-ROM will be issued. For amendments posted only on
the Internet, Standard Form (SF) 30, Amendment of
Solicitation/Modification of Contract, and a list of revised
specifications and drawings will be mailed to each offeror. Plans and
specifications are available Monday through Friday, 8:30am to 5:00pm at
100 West Oglethorpe Avenue, Savannah, Georgia 31401. All requests for
this solicitation must be made in writing and received by 21 July 2000.
