Preference Program: Unrestricted This solicitation is Unrestricted. The
purpose is to award multiple (up to four)Firm-Fixed Price,
indefinite-quantity contract/s for the following geographic areas: MCAS
Miramar, Naval Base PT Loma, Naval Base San Diego, and Naval Base
Coronado, from this solicitation. Offerors are invited to submit
proposals for any or all of these areas. Pre-determined unit prices
based on RS MEANS ESTIMATING Cost Books (2000 Facilities Construction
Cost Data 15th Edition and 2000 Residential Cost Data 19th Edition)
will be used with a bid price coefficient effective for a base period
and for up to 4 additional option periods. The Contract/s will not
exceed $3,000,000.00 for the base year. Each option period will not
exceed $3,000,000.00 for a cumulative total not to exceed
$15,000,000.00. The maximum Delivery Order will not exceed $500,000.00.
The work includes providing all labor, material, engineering services,
supervision, tools, equipment, transportation, and management/quality
control necessary to provide construction, repair, alteration and
maintenance services for Government facilities at the previously listed
San Diego areas. NOTE; all Federal Contractors must be registered in
the Central Contractor Registration DataBase (CCR). New contract awards
can only be made to contractors who are registered in the CCR. The CCR
web site http://ccr2000.com/. The solicitation will be available only
in the electronic medium and can be down loaded via the Internet, at
no charge at http://esol.navfac.navy.mil/. There will be no hard copies
of this solicitation issued. Telephone and fax requests will not be
accepted. Notification of any changes to this solicitation (amendments)
shall be made only on the internet. The official planholders list will
be maintained on and can be printed from the internet site. All
prospective contractors must register as planholders on the website.
Each company must indicate it's name, address, phone number, and E-mail
address; identify whether the firm is a Prime, subcontractor, supplier
or plan room; and indicate whether the firm is small business, small
disadvantaged business or large business or woman-owned business. The
tentative issue date for the solicitation will be 10 July 2000. The
Government will award a contract/s resulting from this solicitation to
the responsible offeror whose proposal, conforming to the
solicitation, will be the BEST VALUE to the Government, considering
Past Performance, Experience, Small Business Subcontracting Effort and
Price. This procurement will be evaluated on the following factors:
FACTOR 1 -- PAST PERFORMANCE; FACTOR 2 -- EXPERIENCE; FACTOR 3 -- SMALL
BUSINESS SUBCONTRACTING EFFORT; FACTOR 4 -- PRICE. When the proposal is
evaluated as a whole, Factors 1 through 4 arelisted in descending order
of importance. Factor 1 is weighted significantly higher than factors
2-4. The Government reserves the right to reject any or all proposals
at any time prior to award; to negotiate with any or all proposers; to
limit the number of proposals in the competitive range to the greatest
number that will permit an efficient competition from the most highly
rated proposals, and to award to the offeror/s submitting the proposal,
determined by the Government to be the best value. Offerors are advised
that an award may be made without discussions or any contact concerning
the proposals received. Therefore, proposals should be submitted
initially on the most favorable terms. Proposers should not assume that
they would be contacted or afforded an opportunity to qualify, discuss

delivery of proposals. The estimated cost range is more than
$10,000,000. Each contract duration is Base period and up to four
additional options from the date of award. The standard industrial code
