NASA/KSC plans to issue a Request for Quotation (RFQ) for Line Item (L/I) 1 -- Freedom T-1 Interface Cards, P/N: 428T1, Qty: 6 ea; L/I 2 -- Freedom Training CD, P/N: CRST-CD, Qty: 1 ea; L/I 3 -- On Line Storage Server, P/N: E52100-000, Qty: 1 ea; L/I 4 -- N/T Management/Playback Workstation, P/N: FWSNT-01D, Qty: 1 ea; L/I 5 -- Freedom Software Maintenance Agreement (3 Year), Qty: 1 ea. The Government's required delivery schedule for all items is July 28, 2000. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Dictaphone Corporation under 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Dictaphone Corporation Products are required to ensure system compatibility with Freedom T-1 equipment. The Dictaphone Corporation is the only vendor that offers products with the equipment architecture required by the Government. The product uses multiple microprocessors to allow for all recording and archiving functions to be done separately. No other product in the market place offers this type of capability. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 6/28/2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
