The SPAWAR System Center, Charleston intends to award a Firm Fixed Price, sole-source contract to Rockwell Collins, in the estimated amount of $900,000.00 for HF Messenger software (license) and Serial Synchronous Card. This solicitation is for commercial items and will be prepared in accordance with the format in FAR Subpart 13.5. The material being procured must be capable of being installed in a standard PC ISA card slot and fully compatible with STANAAG 5066 Version 1.2 for personal Computers to transfer digital data over standard navy shipboard/shore based HF Communications systems. Rockwell Collins is the only known source currently whose software has been tested and complies with the NATO STANAG 5066 Data Link Protocol.
