Standards and Technology (NIST) intends to procure a Double Grating
Monochromator using simplified acquisition procedures, under the
authority of the test program for certain commercial items cited in FAR
Surpart 13.5, Test Program for Certain Commercial Items. The Standard
Industrial Classification (SIC) code is 3826 and the size standard is
500 employees. This action is unrestricted. The estimate range cost for
this procurement is approximately $35,000 to $50,000. This requirement
is for a specific scientific instrument to be used in a laboratory for
radiometric measurements of video and computer display devices and for
radiometric characterization of illumination sources and optical
components used in the development of measurement methods and in the
calibration of instruments. The instrument sought is an automated
laboratory-grade spectroradiometric measurement system consisting of a
double grating monochromator (DGM), controller with computer
interface, and software capable of performing spectral radiance
measurements. When configured with appropriate accessories, the
instrument shall be capable of performing measurements of spectral
irradiance, power output of light sources; spectral response of
detectors; diffuse or total hemispherical reflectance of materials;
specular reflectance as a function of both wavelength and angle of
incidence; and both regular and diffuse spectral transmittance of
materials. Detailed specifications shall be provided in the
solicitation FOB Destination, Gaithersburg, Required delivery within 90
days from contract award. The Government requires a 12 month warranty
on all parts and labor. Warranty shall begin when the system has passed
acceptance testing. The Contractor shall demonstrate that the system
meets or exceeds all performance specifications identified in the
solicitation. The test may be perform at NIST or at the offeror's
facility and data reported to NIST. The unit shall successfully pass
the capability demonstration before final acceptance. Award will be
based on the offeror whose proposal offers the best value to the
Government, technical, price, and other factors considered. The
Government intends to issue a Request for Quotation (RFQ). Requests for
a copy of the RFQ may be mailed to the National Institute of Standards
and Technology, Acquisition and Assistance Division, Building 301,
Room B117, 100 Bureau Drive, Stop 3572, Gaithersburg, Maryland
20899-0001, Reference Solicitation No. 53SBNB060116 or faxed to(301)
963-7732 or sent through the email link below. The response date
identified above is an estimate. The RFQ will be available
approximately fifteen days after publication of this announcement and
the solicitation response time will be approximately 15 days after
issuance. All responsible sources may submit a quotation, which will be
considered by the agency. All requests for the solicitation package
must be in writing. Faxed quotation will not be accepted. Posted
