synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice and
issued under the Test Program for Commercial Items. This announcement
constitutes the only solicitation. Quotes are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 97-17. This solicitation is being
issued under Simplified Acquisition Procedures (SAP) as a Request for
Quotation (RFQ) and is a 100% Small Business Set-Aside. The Standard
Industrial Classification (SIC) Code is 3861. Award will be made on a
firm-fixed price basis. All products shall be brand name or equal. All
items described in this announcement will be awarded on an aggregate
basis (All or None). The "Brand Name or Equal" product of Quickset
Hercules Tripod shall meet or exceed the salient characteristics of:
(1) Model # 4-53220-6 -- 30 each of Hercules tripods heavy duty units
with a load capacity of at least 150 lbs. (68 kg), maximum height of
57" (144 cm), minimum height of 26" (66 cm), dimension of 30" X 12.5"
(76 X 31.3 cm) -- transport mode (76 X 31.3 cm), maximum spread of
50.5"(128 cm), weight of 18 lbs. (8.2 kg), leg sections two(2), column
travel 18" (45 cm), OD 2" (5 cm), foot plate diameter of 4" (10 cm)
self leveling 5/8" hole for spiking; (2) Model #55730-2 -- 30 each of
Pan/Tilt Adapter -- fits Hercules column 1.25" (3.1 cm) I.D., accepts
electro-mechanical pan/tilt QPT30/90, weight 2lbs. (0.90 kg) to mount
various pan/tilt units to the Hercules tripod, with the capability of
attaching Pelco Model PT-680. The above-listed characteristics are
intended to be descriptive, but not restrictive. Unless clearly marked
that the vendor is quoting on an "equal" item, the offered item will
be considered as the brand name product reference in the announcement.
If the vendor proposes to furnish an "equal" product, the brand name,
if any, of the product to be furnished will be stated in the proposal.
The evaluation of quotations and the determination as to equality of
the product will be the responsibility of the Government and will be
based on information furnished by the vendor. The purchasing activity
is not responsible for locating or securing any information which is
not identified in the quotation and reasonably available to the
purchasing activity. To insure that sufficient information is
available, the vendor shall furnish as part of their quotation, all
descriptive material (such as illustrations, drawings or other
information) necessary for the purchasing activity to determine whether
the product meets the salient characteristics of the requirement. If
the vendor proposes to modify a product to make it conform to the
requirements of this announcement, they shall include a clear
description of such proposed modifications and clearly mark any
descriptive material to show modifications. Destination-FOB, to FBI
Academy, Quantico, VA 22135 within 30 days of ARO. Quotes should be
submitted to FBI Headquarters to the attention of the Contract
Specialist, no later than 4:30 p.m., EST, 7/10/00, clearly marked with
RFQ# 828857. The following FAR clauses and provisions are applicable

324-8031 or 8040. FAR provisions 52.211-6 -- Brand Name or Equal (AUG
1999), 52.212-1-Instructions to Offers -- Commercial Items (SEPT-99),
52.212-2 Evaluation -- Commercial Items (MAR-00 ), 52.212-3 Offeror
Representation and Certifications -- Commercial Items (FEB-00), shall
be completed and submitted with the offer, FAR clause 52.212-4 Contract
Terms and Conditions-Commercial Item (MAY-99), and U.S. DOJ clauses,
that also can be obtained on the Internet, http://www.doj.gov,
2852.201-70 Contracting Officer's Technical Representative (COTR) (JAN
1985), 2852.233-70 Protests Filed Directly with the Department of
Justice (JAN 1998) are incorporated by reference and apply to this
acquisition. Offerors will be evaluated and an award will be made to
the responsive, responsible offeror submitting the lowest price,
technically acceptable offer. Contractors shall submit a warranty
consistent with customary commercial practices. Faxed quotes will be
