solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number 00Q0069 is issued
as a Request for Quotations (RFQ). All references of "offers" are
understood to be "quotations". The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. The SIC code is 5045, and the small
business size standard is 500employees. The U.S. Secret Service has a
requirement for a BorderWare Firewall Server Enterprise License for 6
unlimited user licenses; On-site training class for 2 students;
installation for two (2) BorderWare firewalls; and an Annual Support
Contract to cover two (2) firewalls. Technical support in include
on-site service within six (6) hours of placement of trouble call, when
requried. Pricing should include the option for additional years
coverage under the support contract. Price shall be stated in terms of
FOB Destination. Delivery to be made to the U.S. Secret Service, IRMD,
950 H Street, NW, Washington, DC 20373-5802 no later than August 25,
2000. The following FAR provisions are applicable to this RFP -- FAR
52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items; FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
for Executive Orders -- Commercial Items (additional clauses cited in
52.212-5 that apply to this acquisition are 9,11,12,13,14,15,23).
Offerors must include a signed copy of the Representations and
Certifications with their offerors. Copies of the Representations and
Certifications are available on-line at
http://www.treas.gov/usss/proc/2123.htm. All offers, which shall
include the price proposal, at least three (3) references of recent
similar services, including name and phone number of Point of Contact,
and a signed copy of the Representations and Certifications shall be
faxed to (202) 406-6801 or mailed to the U.S. Secret Service,
Procurement Division, 950 H Street NW, Room 6700, Washington, DC
20373-5802, or delivered by other commercial service to U.S. Secret
Service Procurement Division, 245 Murray Drive, SW, Building 410,
Washington, DC 20373-5824, Attn: April Delancy, for receipt no later
than Friday, July 14, 2000 at 2:00 p.m. Please note that price quotes
by fax will be accepted in this instance. The Government intends to
award a purchase order to the responsible small business offeror whose
quotation conforming to the specifications will be the most
advantageous to the Government. Award is anticipated within thirty (30)
