NASA/GSFC plans to issue a Request for Offer (RFO) to upgrade the present Cobalt 60 facility by replacing the present Cobalt 60 irradiator with a stand alone model 81 irradiator. The plan includes keeping the present source intact and functioning for the purpose of making Very Low Dose Rate Measurements and to avoid burying the old radioactive source. NASA/GSFC intends to purchase the items from J.L. Shepherd and Associates, as authorized at 10 U.S.C. 2304(c)(1). J.L. Shepherd is the only known source in the business of supplying self-contained radioactive sources in the intensity range that match the NASA GSFC current requirements and the Mil Spec 1019 guidelines. Further, the effort requires State and Federal Permits and compliance with the Nuclear Regulatory Commission guidelines. J.L. Shepherd has satisfactorily met all of these conditions.
