A -- TEST AND ANALYSIS FOR THE CH-47D COMPOSITE ROTOR BLADE SOL DAAD17-00-R-0010 POC Robin E. Stoltz, Contract Specialist, 301-394-3381; Patricia S. Silsby, Contracting Officer, 301-394-3438 This procurement is to provide technical and engineering support to the Army Research Laboratory (ARL) for the CH-47D Composite Rotor Blade. This is a sole source procurement to The Boeing Company, Philadelphia, PA. It is anticipated that a Cost Plus Fixed Fee type of contract will be utilized. The contractor shall provide necessary personnel, materials, facilities, and equipment for the testing and analysis of ballistically damged CH-47D rotor blade sections. The contractor shall provide design and fabrication data for the preparation of two rotor blade specimens for testing at the contractor's facility. The specimens shall consist of sections (approximately eight-foot long) cut from the inboard and outboard halves of a production CH-47D rotor blade. The blade specimen ends shall be modified to allow dual compatibility in ARL's ballistic test load rig and the contractor's static/fatigue test equipment. The contractor shall be required to plan, prepare, (including instrumentation, test hardware/equipment, calibration, and installation) conduct, analyze, and report shake tests on one undamaged full span CH-47D rotor blade. The contractor shall provide an expert in CH-47D rotor blade design and/or load analysis to be on-site at Aberdeen Proving Ground, MD during the three ballistic tests to be performed there by the Government. The contractor shall be responsible for planning, preparing, conducting, analyzing and reporting on 1) shake tests on ballistically damed full span CH-47D rotor blades and 2)fatigue tests on the two ballistically damaged semi-span blade specimens provided by ARL.
