The Naval Ice Center, Washington, DC intends to negotiate a Simplified Acquisition on a sole source basis with Marine Information Resources Corporation, Ellicott City, MD to perform quality control of Arctic and Antarctic Sea Ice Analyses. Quality control personnel must be a qualified analyst with at least one year of specialized training and several years of day-to-day analyses to be considered an expert ice analyst. The Naval Ice Center is the only organization within the United States that performs this mission therefore all qualified personnel are located at NIC or are former employees of NIC. Marine Information Resources Corporation has in its employ, an analyst with multiple years of past ice analysis experience with NIC and also holds an active TS/SBI clearance which is a requirement in performing this task. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Due to the urgency of this requirement, NDW intends to award a sole source contract 7 days after the publication of this notice.
