SOLICITATION NO. N62472-00-D-2200. Architectural Engineering Services to prepare drawings, specifications and cost estimates for a variety of architectural, structural, civil, mechanical and electrical projects. These projects include: designs for repairs, alterations and modernization of administrative and industrial buildings, including upgrading of office areas, computer rooms, laboratories, barracks, dining areas, recreational facilities, machine shops, and Auxiliary Support Buildings for the Philadelphia Naval Business Center and the Naval Support Activity, 700 Robbins Avenue Philadelphia, PA 19111-5098. Included, but not limited are proposed projects for mechanical, heating, ventilation, plumbing, fire protection, lighting and electrical distribution systems. In addition, repair and maintenance projects may require provision of facilities for handicapped personnel in accordance with ADA, environmental remedial work relating to asbestos, lead paint, etc. This Fixed Price Indefinite Quantity Architectural Engineering Service Contract includes a base year with a one year Government option for the same basic performance skills. All projects will include post construction contract award for review of shop drawings, catalog submittals, consultation during construction work, and preparation of as-built drawings. Typical of work anticipated includes replacement of an existing steam heating system in the shop area of Building 633, roof replacement on Buildings 77L and 1000, mechanical room deck repair in Building 619, office renovation in Building 633, and similar projects. Significant Evaluation Factors: 1. SPECIALIZED EXPERIENCE: Specialized experience of the firm in the type of work required (as described above). 2. CAPACITY: a) Capacity of the firm and project teams to accomplish multiple projects simultaneously and b) Ability to sustain the loss of key personnel while accomplishing work within required time limits. 3. PROFESSIONAL QUALIFICATIONS: Technical competence by discipline (education, registration and experience) of individual design team members, including those of any consultants. 4. PAST PERFORMANCE: Past performance ratings by government agencies and private industry with respect to work quality, performance, compliance with schedules and cost control. 5. Present workload. 6. Volume of work previously awarded to the firm by the Department of Defense. 7. Location of the firm in the geographic area of the contract, provided that there is adequate number of qualified firms for the selection process. 8. Quality Control Program. Use of an internal quality control program to ensure technical accuracy and discipline coordination of plans and specifications. 9. Sustainable Design. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility designs. Type of Contract: Indefinite Quantity Contract/Firm Fixed Price Task Order. There will be no dollar limit per project. The total fee that may be paid under this contract (base year and option year) will not exceed $800,000 for the entire contract term. The duration of this contract will be for one year from the date of an initial contract award with an option for one additional year. The minimum guarantee will be $25,000. The SIC Code is 8712 and the small business size standard classification is $4,000,000. THE PROPOSED CONTRACT IS SOLICITED AS 100% SET ASIDE FOR SMALL BUSINESS CONCERNS.
