H -- INSPECTION SERVICES TO OVERSEE TREE CUTTING AND REMOVAL ACTIVITIES SOL DE-RQ65-00WC54114 DUE 072400 POC Dana Kostel, Contract Specialist (605) 353-9250 or James Dickey, Contracting Officer (605) 353-9215 The Department of Energy/Western Area Power Administration (DOE/WAPA) will issue a small business set-aside Request for Quotes (RFQ) numbered DE-RQ65-00WC54114 for Inspection Services to oversee the tree cutting and removal activities performed in the Upper Great Plains Region (UGPR). Work to be performed will be located along UGPR's high-voltage transmission lines in seven states, North Dakota, South Dakota, Montana, Minnesota, Iowa, Missouri and Nebraska. The base performance period will be from approximately August 14, 2000 through August 13, 2001 with four (4) one year option periods. It is anticipated that two (2) seperate contracts will be awarded from this RFQ. Pricing for these contracts will be on a Firm Fixed Labor Hour basis. Proposals will be evaluated on technical factors (60%) and price (40%)which represents the best value to the Government. Consideration for selection shall be based on the following evaluation criteria: 1)past performance; 2) minimum of ten (10) years experience with high maintenance voltage transmission line maintenance activities{115-kV thru 345-kV}; 3)minimum of five (5) years experience with tree cutting and felling techniques and practices; 4) must have had formalized training on tree cutting and felling techniques and practices and must demonstrate knowledge of applicable utility industry and OSHA safety standards. The solicitation will be issued on or about July 10, 2000 with quotes due on or about July 24, 2000. The applicable SIC Code for this requirement is 8999 and the Small Business Size Standard is $5.0. This requirement will be processed in accordance with Federal Acquisition Regulation Parts 12 and 13 for this commercial service.
