Request for Information (RFI) synopsis for purposes of market research
in the area of Professional Medical Services. Medical Professionals
targeted include but are not limited to: Physicians, related
specialties and subspecialties, Nursing, Skilled Home Health Care,
Homemaker/Home Health Aid and Allied Health Care. It is anticipated
that the needs of the Government will range from Locum Tenens
assignments to longer term staffing situations at Federal Government
Facilities at hourly rates or a fee per procedure. Needs may also
include procedures performed at Vendor Facilities at hourly rates or a
fee per procedure. For Skilled Home Health Care, Homemaker/Home Health
Aid services it is anticipate these services will be required at the
patient's home. It is the intention of the Government to design a
Multiple Award, Firm-Fixed Price with Economic Price Adjustment,
Schedule Program contract vehicle based on standard commercial "off the
shelf" pricing and practices. The period of the anticipated contract
vehicle will be a minimum of 5 years. Information obtained as a result
of this announcement is for planning purposes only. It does not
constitute a Request for Proposal (RFP) nor is it to be construed as a
commitment by the government. Following evaluation of the RFI
Responses the VA National Acquisition Center expects to be in a
position to: Conduct Agency Discussions, Conduct Industry Forums, Plan
a Procurement Process and Issue a Request for Proposals. In response
to this RFI at a minimum, please provide information on the following
topics: 1. Brief summary of the types of medical professionals your
organization is capable of providing, the geographic capabilities of
your organization and location at which the services are provided. 2.
Commercial policies and practices as it relates to the following areas:
minimum qualifications of the candidates; candidate
rejection/acceptation policy, professional liability insurance limits;
billing and payment terms, and other standard commercial contract
terms and conditions that would apply. 3. Pricing practices as it
relates to your standard commercial offerings. Please include the
specific type of salary surveys or statistics utilized in determining
salary rates, and any economic price adjustment/escalation factor
utilized in commercial pricing for long term relationships. Please
provide an explanation of how your company prices these services in
contracting with private industry. Be sure to include differentials for
short term vs. long-term assignments; normal business hours vs.
evenings, weekends or holidays, on call services and overtime. Also
include information on how your firm handles transportation and lodging
costs if necessary and how these direct costs are billed or factored
into rates. 4. Please address recruitment policies in the event that a
placement candidate is offered or accepts a permanent full time
employee position. 5. Please provide a copy of a standard commercial
agreement as an example of how your company does business. Interested
