Change Evaluation for Sector-Based Environmental Protection" The SIC

evaluate change management issues related to sector-based environmental
protection (SBEP) approaches in EPA. BACKGROUND: The Government
Performance and Review Act (GPRA) requires government agencies to
assess their work in terms of results: going beyond outputs to outcomes
and value. EPA's Strategic Plan and Annual Plans list goals and
objectives under these GPRA requirements. Sector-based activities are
included explicitly under Goal 8 (Sound Science, Improved Understanding
of Environmental Risk, and Greater Innovation to Address Environmental
Problems); in the FY 2000 Annual Performance Plan, the Strategic
Objective is to Increase Opportunities for Sector Based Approaches: "By
2005, test innovative facility- and sector-based strategies to achieve
improved environmental protection, and make successful approaches
broadly available." This measure focuses on the institutional effects
of the Agency's sector-based efforts. In addition, sector-based
approaches are a valuable tool for helping to achieve EPA's other goals
aimed at improving the quality of air and water, increasing the safety
of food, reducing risk and preventing pollution, improving waste
management, and achieving better compliance with the law. Stakeholder
involvement is addressed in Strategic Goal 7, Expansion of Americans'
Right to Know about their Environment. This goal includes objectives
that support increased access to information and opportunities for
public involvement. The Office of Policy and Reinvention is responsible
for reporting change management for Sector Based Environmental
Protection (SBEP) and related activities which evolved from the Common
Sense Initiative. It incorporated these concepts into the Sector-Based
Action Plans (1999 and 2000) which also includes the Stakeholder
Involvement Action Plans (1999 and 2000). OPR also leads an intensive
effort to develop performance measures for the new National Advisory
Committee on Environmental Policy and Technology (NACEPT) Standing
Committee on Sectors, the FY 2000 Sector-Based Action Plan, and the FY
2000 Stakeholder Involvement Action Plan. "System change" or "change
management" is an emerging discipline which seeks to improve
organizational performance by promoting system-wide, purposeful
innovation. Systematic change is not an easy, or short-term solution.
It is a future-oriented approach the Agency is using to address the
next generation of environmental problems. Through NACEPT and the SBEP
Action Plans, EPA is working with a broad array of stakeholders to
examine the current regulatory system, ascertain what could be
improved, seek out solutions with a broad application across the
