synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. Solicitation
number M00027-00-R-0008 is issued as a Request For Proposal (RFP). The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-12. This is a
full and open competition. The contractor shall provide CLIN 0001
on-line subscription service. CLIN 0002 training. CLIN 0003 option year
1 (Oct 1, 2001 -- Sept 30, 2002) if exercised, on-line subscription
services. CLIN 0004 option year 1 (Oct 1, 2001 -- Sept 30, 2002) if
exercised, training. CLIN 0005 option year 2 (Oct 1, 2002 -- Sept 30,
2003) if exercised, on-line subscription services. CLIN 0006 option
year 2 (Oct 1, 2002—Sept 30, 2003) if exercised, training. CLIN
0007 option year 3 (Oct 1, 2003 -- Sept 30, 2004) if exercised, on-line
subscription services. CLIN 0008 option year 3 (Oct 1, 2003 -- Sept 30,
2004) if exercised, training. CLIN 0009 option year 4 (Oct 1, 2004 --
Sept 30, 2005) if exercised, on-line subscription services. CLIN 0010
option year 4 (Oct 1, 2004 -- Sept 30, 2005) if exercised, training.
For CLIN's 0001, 0003, 0005, 0007, and 0009 above. The contractor shall
provide the U.S. Marine Corps with an on-line subscription to legal and
news databases for 400 users. The on-line subscription access shall
provide the user the following functional requirements (a) Access to
all U.S. federal and state statutory, legislative, regulatory,
administrative, and case law materials; (b) Access to law reviews and
similar reference and treatise material; (c) Provide annotations and
cross references between materials cited in a and b; (d) Provide a
system of validating and updating case law; (e) Provide a system to
retrieve all legal materials via standard citations; (f) Access to
current and archived major newspapers, journals and other periodicals;
(g) Ability to identify and retrieve all such materials by means of an
intuitive graphical interface; (h) Ability to access databases via
standard web browser software; (i) Ability to download, print, and
email documents; and (j) provide professional legal customer support
services via immediate (toll free within the Continental United States
(CONUS)) telephone access 24 hours per day seven days a week. For
CLIN's 0002, 0004, 0006, 0008, and 0010 above. Upon direction from the
Contracting Officer Representative, the contractor shall provide the
U. S. Marine Corps with one trainer to conduct an on site half day
training session to be conducted at any seven of the following
installations per year: (a) HQ, USMC; Washington, D.C. (b) MCB
Quantico; (c) MCAS Cherry Point; (d) MCB Camp Lejeune; (e) MCRD Parris
Island; (f) MCLB Albany; (g) Marine Forces Reserve, New Orleans;(h)
MCAS Yuma;(i) MCAS Miramar; (j) MCB Camp Pendleton; (k) MCAGCC 29
Palms; (l) MCB Hawaii; (m) MCAS Iwakuni; (n) MCB Camp Foster. The
Contracting Officer Representative will provide a list of users
authorized to access the database to the contractor. The contractor
will provide each user with a unique identification number that in
conjunction with a password will allow the authorized user access to
the database. The contract's period of performance is for one year from
October 1, 2000 through September 30, 2001 with four one-year options
for a total of five years. Standard commercial warranty shall apply.
The provisions at FAR 52.212-1, Instructions to Offerors Commercial
Items and FAR 52.212-2, Evaluation Commercial Items shall apply. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the government, price and other factors
considered. The following factors shall be used to evaluate offers:
Price, technical and past performances. In order to facilitate the
Government's technical evaluation process, offerors are required to
submit written technical proposals that demonstrate the performance
capabilities of their products and services. To evaluate past
performance the offerors shall provide names, contact points, and
telephone numbers of three (3) commercial or government customers that
are currently using the items being offered. Offerors shall include a
completed copy of the provision at FAR 52-212-3, Offeror
Representations and Certifications Commercial Items, with their offer.
The provision at FAR 52.212-4, Contract Terms and Conditions
Commercial Items, apply to this acquisition. The provision at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders Commercial Items, and the following checked
Subparagraphs (b) (1),(5),(6),(8),(11),(12),(13), (14),(15),(16),(22),
apply to this acquisition and are hereby incorporated by reference.

on 4 August 2000. Vendors with a capability to provide this
requirement are invited to submit in writing, sufficient technical and
cost information that demonstrates the ability to fulfill this
