E-MAIL: Contract Specialist, gotzmannk@drum-emh4.army.mil. Fort Drum plans to offer the privatization of the existing electrical distribution system at Fort Drum, New York. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future plant replacements. As a result of this solicitation, a firm will be selected to assume ownership and provide electric distribution to and from various facilities located at Fort Drum subject to Congressional authorization and an economic analysis, which will determine the feasibility of privatizing the system. The successful firm will be required to purchase the existing systems from the Government and will be responsible for funding all capital investments that may be required to acquire, expand, renew, maintain and operate the system to meet future needs of the Government. It is the intent of the Government to convey ownership of the electrical distribution system and grant necessary real estate easements at Fort Drum to the Owner and that the Ownershall assume full ownership and associated liabilities for such facilities. Currently Fort Drum uses a Government-owned primary electrical distribution system to distribute electricity within the installation boundaries. The Government has a utility contract with Niagara Mohawk Power Company (NMPC) that supplies three phase 115 KV electrical service to the installations two 15 KV substations. The installation distribution system is a three phase 13.2 KV system containing a combination of both overhead and underground primary feeder circuits. There are 13 existing primary circuits and the capability to expand to 16. The electrical distribution system at Fort Drum services approximately 2,500 family housing units and approximately 700 permanent and temporary facilities. Fort Drum is located in Northern New York, approximately 10 miles northeast of Watertown, New York. This requirement is unrestricted. All responsible sources may submit an offer, which will be considered. The Request for Proposal will not be mailed out and the entire proposal package will be available for downloading from the Fort Drum web page, no hard copies will be provided. All sources wishing to submit proposals are required to monitor the Fort Drum Contracting web page for any/all amendments to the solicitation. The Request for Proposal will be issued on or about August 25, 2000.
