Sawyer, 703.706.2258 The U.S. Army Intelligence and Security Command
proposes to establish a 5 year (base year with 4 option years),
firm-fixed price contract for custodial services to support the HQ
INSCOM Nolan building located at Fort Belvoir, VA. This effort is
proposed as a 100% Small Business Set-Aside. Contract performance will
be at the HQ INSCOM Nolan Building which is a Sensitive Compartmented
Information Facility (SCIF). Contract performance requires the
Contractor to have a DOD TOP SECRET Facility clearance by the time of
contract performance start date. All individuals proposed to work in
the government facility must have a TOP SECRET clearance based on a
Single Scope Background Investigation and shall be eligible for
indoctrination for Sensitive Compartmented Information (SCI). This
effort shall require the contractor to provide management, supervision,
transportation, labor, materials, supplies, and equipment, and shall
plan, schedule, coordinate, and assure effective performance of all
custodial services asspecified in the resulting Statement of Work. SIC
CODE for this effort is 7349. Custodial service applies to all areas
of the Nolan building including but not limited to hallways, rest
rooms, lounges, kitchens, classrooms, gym, administrative office areas,
entrances, lobbies, corridors, auditoriums, conference rooms, porches,
sidewalks, patios and stairways. Specific tasks include (a)
sweeping/dust mopping (b) vacuum cleaning (c) trash removal (d)
cleaning water fountains (e) cleaning and servicing restrooms, showers
and locker rooms (f) interior glass cleaning (g) low level dusting 84"
and below (h) cleaning stairwells (I) damp mopping of floors (j)
emergency service cleaning caused by inclement weather, precipitation,
wind, broken or leaking pipes, sinks, toilet or drinking fountains.
Offerors submitting proposals shall participate in a site visit of the
Nolan Building to be conducted on either July 25 or July 27, 2000. The
site visits will be scheduled after receipt of proposals. The
anticipated release date for the RFP is on or about 17 July 2000. This
contract will be awarded on the basis of lowest priced, technically
acceptable offer. Technical acceptability will be rated on the basis of
staffing, security clearances, quality control and past performance.
