United States Air Force (USAF) Presolicitation Notice identifies a
requirement based on the Defense Reform Initiative Directive (DRID)
#49, dated 23 Dec 98 and 10 USC 2688. The DRI requires that all DoD
utility systems (electric, water, wastewater, and natural gas) are
privatized by 30 Sep 2003 except those needed for unique security
reasons or when privatization is uneconomical. The authority of 10
U.S.C. 2688 does not include the sale of land associated with the
privatization of the utility system. The utility system will be sold to
a utility company or other entity. The Air Force will no longer own the
system. Instead, there will be a real estate instrument that will
provide right-of-way for the new owners to gain access to the system(s)
for operation and maintenance. The resulting contract(s), if awarded,
will require the Contractor(s) to furnish all facilities, vehicles
(standard or special-duty), labor, materials, tools, and equipment
necessary to own, maintain and operate, and accept full liability for
the Little Rock AFB, AR, electric, natural gas, and wastewater utility
distribution/collection system(s). The Contractor(s) will be required
to manage the maintenance, repairs, replacement, etc., of the
system(s) to ensure continuous, adequate, reliable, and dependable
service is distributed to each Government or tenant connection within
the service premises. The Contractor(s) will be responsible for funding
all capital investments required to acquire, maintain and operate the
utility system(s) in a safe, reliable condition and to meet the
requirements listed in the contract. The Contractor(s) will assume
ownership of the system(s) and all downstream distribution and
collection systems as defined by the Points of Demarcation and/or other
exclusions in the Right of Way Agreement. Real property interests will
be conveyed in the form of Rights of Way (Attachments to the RFP). The
utility system(s) will be conveyed via a Bill of Sale upon award of the
contract. The Contractor's proposals and plans may become a part of the
contract upon the decision to award. The RFP will be available at EPS
Website: www.eps.gov on or about 19 Jul 00. The RFP, including all
available attachments, appendices, and related information, is
available only through that address. The anticipated date for Receipt
of Proposals is on or about 27 Nov 00. The Government anticipates
awarding a Fixed Price-Prospective Redetermination Utility Service
50-year contract(s). Past Performance information from potential
offerors shall be submitted as directed in the RFP. This information
will be required shortly after release of the RFP and prior to receipt
of proposals. This acquisition is unrestricted. The SIC Code is 4939
and annual size standard is $5,000,000. Large businesses are required
to submit a subcontracting plan that meets the requirements of FAR
