renovation of the First and Second decks of Buildings NH-3 North and
NH-4, the renovation of Building NH-2A, the construction of a two story
brick and block addition between Buildings NH-3 and NH-4 and site
improvements associated with the addition. The interior of NH-3 North
and NH-4 and associated ancillary spaces will be demolished; exterior
windows, doors, roofs, mechanical and electrical systems will be
replaced. The work will involve the removal and disposal of materials
coated with lead containing paint and materials that have been
identified as asbestos containing. Existing exterior breezeway and
miscellaneous site buildings will be demolished. New interior finishes,
doors, windows, roofing, site paving and infrastructure and incidental
work is included. Fire alarm and automatic fire sprinkler systems
shall be provided and incidental related work. The work in Building
NH-4N and the demolition of the breezeway and miscellaneous site
buildings will be included as options to the contract, to be exercised
by 15 November 2001. This is an RFP which requires the submission of
technical and price proposals. The requirements for the technical

Experience; Factor 2 Past Performance; Factor 3 Management Approach,
and Factor 4 -- Support of the Small, Small Disadvantaged and
Women-Owned Small Business Program. For purposes of evaluation of
offers the technical factors, when combined, are equal in importance to
the price. The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT
EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers
should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. Plans and
Specifications and the RFP will be issued on 13 July 2000. The receipt
date for technical proposals is 3 August 2000 at 2:00 p.m. The receipt
date for price proposals is 15 August 2000. Only those contractors
submitting technical proposals may submit price proposals. A check or
money order for $156.00 (for half size drawings) or $425.00 (for full
size drawings) payable to the Superintendent of Documents is required
as a non-refundable charge for each set of bidding data. Written
