The Contractor shall provide labor, materials and equipment to design and construct the new interior for single soldier quarters in the existing Building 1653, Fort Sill, OK. This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures of FAR 36.3. Phase I of this solicitation will be available on http://sill-www.army.mil/ebs/asp/advertisedsolicitations.asp. This solicitation will result in a firm-fixed price design-build construction contract. Estimated cost range is $1,000,000 to $5,000,000. This solicitation is being issued as Unrestricted, inviting full and open competition. The SIC code is 1522; size standard is $17.0 million; the FSC code is Z163. This solicitation will consist of two (2) phases. Phase I is the pre-qualification phase. Evaluation will be made to determine which offerors proceed to Phase II. Not more than five (5) firms will be pre-qualified to participate in Phase II. The evaluation factors for Phase I are as follows: Technical Qualifications (Design and Construction Team), technical approach for accomplishing the work, and Past Performance (Design and Construction Team). Phase II will include additional technical factors (design concepts, management approach and key personnel) and price.
