synopsis is for procurement for a solicitation resulting in the award
of up to five Indefinite Delivery Indefinite Quantity (IDIQ)
construction contracts. Awards will be made to the responsible offerors
whose proposal conform to the RFP, and will be most advantageous to the
Government resulting in the Best Value, cost or price and other factors
considered. The Government reserves the right to award fewer than five
contracts if sufficient number of acceptable proposals are not
submitted to make more awards. Selfridge Air National Guard Base,
Michigan anticipates a separate Multiple Award Contract, that consists
of different type of roof projects but not limited to Slate,
Ply-modified Bitumen, Liquid Spray Applied Membrane, Sheet
Metal/Standing seam and Asphalt. Design build type delivery orders, for
related services, may also be issued under these contracts. Delivery
orders will be issued to Task Order Contract contractors based on low
competitive price, or a combination of price andother factors in
accordance with FAR 16.504(4)(iv). Each contract will be for four years
and six months (with option to extend up to five years). Delivery
Orders shall not exceed a cumulative amount of $20 million to one
contractor over the life contract. Individual task orders will
guarantee a minimum of $5,000 and shall not exceed $2 million.
Construction schedules will be determined for each project at the
issuance of each task order. Source selection procedures in accordance
with FAR 15.3 shall be utilized to determine awardees of Basic
Contracts. Contractor are advised that all contracts include a
60-minute response time requirement for emergency situations.
Significant evaluation criteria for the Basic Contracts in descending
order of importance are (1) Project Management ability with an emphasis
on Key Management Staff, quality control plan, technical support staff
and financial capability; (2) Subcontracting support capability, with
an emphasis on subcontract management, identification of key
subcontractors, and purchasing system/level of subcontracting; (3)
Company experience (4) Past Performance and (5) Price. Proposed
contract is unrestricted with a SIC of 1611 and a Size Standard of $17
million. A subcontracting plan is required, if the contract is awarded
to a Large Business. Solicitation, plans and specifications will be
available on or about 12 July 2000 at the following internet address

The estimated date for receipts of offer is 14 August 2000. A scope of
work (Project VGLZ 002014) will be issued with the solicitation for
evaluation purposes and will be awarded to the contractor whose
proposal is most advantageous to the government. Interested parties may
