COMBINED-SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM prepared in
accordance with information in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcemen5
constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is
RP124800018 and is issued as a Request for Proposals. The proposal
should be the standard product literature including the cost, in
accordance with commercial item procedures. This procurement is
unrestricted and is being advertised as full and open competition. The
contractor shall provide: one manufactured standard production
fire-rescue aluminum vessel. The vessel shall be 28-29 feet long with
a beam of approximately 11 feet. Delivery shall be destination at Glen
Canyon National Recreation Area, Bull Frog, Utah. Elevation is 4000
feet and over 110 degrees in the summer. There will be approximately
2000 lbs of gear on the boat. Sea trials shall be at
manufacturerfacility with a full load of fuel and three 50 gallon
barrels of water. All deficiencies shall be completed prior to
delivery. The higher the top speed achieved for the vessel would be a
benefit to overall park operations. A lay out drawing of the vessel
would be useful for the evaluation process. Hull: The hull shall be the
manufacturers standard proven self-bailing hull capable of operating in
4-foot seas. There shall be a bow door with safety chains that is 36 to
40 inches wide, hinged at the bottom, and lowers to the water by a hand
winch. There shall be a bow eye for highway towing. The hull shall have
grounding, beaching keel installed. There shall be heavy-duty aluminum
rub rails full length of the vessel. There shall be fenders or a type
of protection mounted on both sides of the vessel. This will be used
for boarding other vessels. There shall be six mooring bits welded on
top of the gunwale. The bits shall be approximately 4 inches high. The
deck shall have a soft patch over an aluminum 150-gallon fuel tank.
The fuel tank fill shall have a spill dam around it. There shall be a
swim platform welded to the transom. There shall be foam in the bottom
of the hull and damping material installed inside the engine room and
along the inside length of the hull. There shall be holding tie downs
and or compartments for storing tools along side both gunwales. There
shall be two fold out doors with folding ladders. One shall be on each
of the hull behind the cabin. The door opening shall allow a 55-gallon
barrel to go through. There shall be 6-tie downs mounted flush on the
deck. There shall be a removable towing post mounted at the rear of
the vessel. There shall be a patch over the towing post hole on the
deck when the post is not in use. There shall be storage for the post
to be stored along side the gunwale. There shall be a swim platform off
the transom. There shall be a holder on the side of the gunwale to
store a backboard. There shall be hand rails around the vessel hull and
cabin as needed. There shall be two hatches, forward of the cabin.
These hatches will be used to store fire hose and shall be large in
size and open outboard. The hatches shall have overboard drains built
into them. There shall be one push knee on each side of the bow. There
shall be a six-inch wide insert of replaceable material for pushing.
The push knees shall be 12"above water line and shall extend about 12"
above the gunwale. The push knees shall be forward of the bow when the
bow door is raised. Cabin: There shall be 20-inch walkways around the
cabin. There shall be a rear sliding door at the back bulkhead. The
helm shall be starboard and the pump controls shall be mounted on the
port side. The cabin shall have a single forward facing window with
upper viewing windows on all four sides of the cabin roof. There shall
be a visor over the front windshield and the rear roofline shall
extend 12 inches past the rear bulkhead. The cabin shall be
approximately 8 feet long by 7 feet wide inside. The rear of the cabin
shall start approximately 11 feet from the transom. The front
windshield shall be fixed and the side windows shall be sliding. There
shall be a windshield wiper on the windshield. There shall be
handrails welded on the cabin top, sides and back for safety. There
shall be two mariner type seats installed for the helm and pilot. There
shall be storage for SCBA air bottles under the helm and pilot seats.
There shall be additional bench storage seats with seat and back
cushions fitted in the cabin. The cabin shall be insulated. There shall
be a radio bar install overhead. There shall be a welded grab handle
welded across the forward dash. The cabin top shall be built to hold a
person on top. There shall be a hatch mounted in the roof. Engine:
There shall be two merc cruisers 496 MAG-HO 425hp, fresh water cooled
engines with brovo one out-drives with propellers sized for 4000 feet
elevation. Besides the standard blower fans there shall be a marine fan
located in the engine room and the pump room for additional air
circulation. There shall be two batteries sized for each engine with an
off/on switch. There shall be a large capacity heatercraft or equal
type heater installed in the cabin running off the engine. There shall
be high water and low oil sensors with lights and buzzers for both
engines. There shall be hydraulic trim tabs mounted. Pump: There shall
be a 700-gpm @100 psi self-priming fire pump and water cooled engine
mounted below the deck in front of the engines. There shall be
sufficient air circulation for the pump and engine when in operation.
The pump engine shall be gas driven and gas shall come from piping of
the main fuel tank. The water intake to the pump shall have a water
filter and shall have a manual gate valve that can be opened to charge
the pump and closed after pump operation. The pump shall have one
water line that runs to the bow where it splits off to make two
hydrants. One hydrant will be for the monitor the other will be a 21/2"
hydrant. The 21/2" hydrant will be about 18-20 inches high from the
deck. Both the bow and stern 21/2" hydrants shall have a gated "Y"
valve. The other hydrant shall have a fire monitor attached to it. The
monitor shall be removable and have a cap over it at deck level. There
shall be one 21/2" line that runs from the pump to the stern and is 18"
to 20" above the deck to also be a hydrant. All water lines shall have
the capability to drain after charged when the operation is finished.
The monitor shall be straight bore np and fog nozzle. The monitor
shall be mounted at the bow centered. All connections shall be standard
thread and the water lines shall be schedule 40 aluminum from the pump.
All water lines that go to the monitor and hydrants shall have open and
closing gate valves. The water line size shall be as sized by the pump
manufacture. The manufacturer shall have a factory representative
available during pump installation. The boat manufacture shall state
which pump manufacture and model they plan to use in this vessel. There
shall be a one-inch Hannay reel or equal installed in front ofthe cabin
next to the portable generator set. The reel shall be plumbed into the
pump. Electrical: Radar, gps antennas, emergency lights and four
working lights shall be mounted on the mast. The government shall
furnish the radar, gps, depth sounder and antennas, Also furnished will
be a park radio and a siren to be mounted for operation. There shall be
shore power mounted to the side of the cabin. There shall be a 3.0 to
3.5 portable generator set mounted in front of the cabin. There shall
be one 120v marine receptacle mounted inside the cabin connected to the
shore power and one connected to the portable generator. There shall be
two remote spotlights of 400,000-candle power mounted on the cabin.
There shall be one red/white light mounted in the cabin. The dash shall
be hinged for ease of maintenance and all wiring shall be labeled.
Paint: The hull and cabin shall be painted white. The deck, side
gunwale folding doors, and bow door shall be painted with a light gray
duraback material. Both side folding doors shall be painted with
duraback material. The bull works shall be a gray zolatone and the
inside of the cabin shall be a gray zolatone. The zolatone shall be
clear coated. There shall be diagonal slash stripes and the words
"NATIONAL PARK SERVICE" of 4-inch bold block size in forest green color
installed on both sides of the bow area. Trailer: The vessel shall be
delivered on a trailer sized for the vessel. The winch shall have a
strap instead of a wire cable. The trailer shall have guides for
loading and a ladder or steps for getting onto the vessel. The trailer
shall be a 2" ball hitch, roller type, painted, and be road legal.

Past Performance/Experience for this type of vessel 3) Customer Service

CERTIFICATIONS-COMMERCIAL ITEMS SHALL BE COMPLETED AND SUBMITTED WITH
THE PROPOSAL. FAR CLAUSE 52.212-4 CONTRACT TERMS AND
CONDITIONS-COMMERCIAL ITEMS HEREBY APPLIES TO THIS SOLICITATION. FAR
