The Government intends to issue a competitive Request for Proposal
(RFP) for one (1) 60-Ton Portal Crane and one (1) 100-Ton Portal Crane.
The cranes will be used for General Purpose Service (GPS) and shall be
delivered fully assembled, ready for final operational and acceptance
testing, to Naval Ship Repair Facility in Yokosuka, Japan. The cranes
shall be electric powered from an existing 400 volt, 50 HZ, 3 phase DC
electrical distribution system at each location. The cranes shall be
portal type with a rotating superstructure and luffing boom. The 60-Ton
Portal Crane shall be capable of traveling on either a 10.13 meter, 2
rail, straight track system or a 9 meter, 4 rail straight track system
and the 100-Ton Portal Crane shall be capable of travelling on a 13.13
m, 2 rail straight track system. The 60-Ton Crane shall have a main
hoist capable of lifting 60 tons at a 22 meter radius and 30 tons at a
45 meter radius; and an auxiliary hoist capable of lifting 15 tons
from minimum to maximum radius. The 100-Ton Portal Crane shall have a
main hoist capable of lifting 100 tons at a radius of 22 meters and 30
tons 53 meters, and an auxiliary hoist capable of lifting 15 tons from
minimum to maximum radius. The Request for Proposal is expected to be
issued in August 2000. This will be an electronic solicitation only in
.PDF format. No paper solicitations will be issued. A pre-proposal
conference will be held at the Naval Ship Repair Facility, Yokosuka
approximately 10 days after initial issuance of the solicitation. All
applicable Trade Agreement Acts Clauses in FAR and DFARS will be
utilized for this procurement. Cost and Technical Proposals are being
solicited. Telephone Requests will not be honored. The solicitation may
