NASA/GSFC plans to issue a Request for Quotation (RFQ-972-77981-0000-721) for 1. one (1) each of optional auxilliary board for a sigmet digital receiver (digital received is to be ordered later) model number Aux Board for RVP-7; 2. one (1) each of Doppler Radar Processing Software with licenses for standard products including PPI, RHI, CAPPI, RAIN, RAW, MAX, BEAM PATTERN, ECHO TOPS, VIL, VVP, STATUS, TRACKING, WARNING, HORIZONTAL WIND, CROSS SECTION, USER DEFINED,REAL TIME PPI AND RHI FEATURE LICENSE TO INCLUDE ING EST OUTPUT, ARCHIVE, PRODUCT RTDISP and NETWORK FILE RECEPTION MODEL NUMBER: SIGMET IRIS SOFTWARE; 3. one (1) each of Integrated Antenna Control System, Model Number SIGMET RCP-02; 4. one (1) each of installation and system check out not to exceed on week. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Sigmet Inc. of Westford, MA, as no other company has the license necessary to upgrade our current Sigmet system. The authority for this recommendation for Other Than Full and Open Competition is 10 U. S. Code 2304(C)(1) -- Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 17, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
