The 377th LG, Directorate of Contracting, Kirtland AFB, New Mexico, intends to award a sole source purchase order to Austrian Aerospace, Stachegasse 16, A-1120 Vienna Austria, in accordance with DFARS 206.302-1(b). The objective of this effort will be the delivery of 6 each Digital Receiver Processor Modules (DRPM), fully radiation-tolerant (no part number available) with corresponding user_s manual and basic support software. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. Incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-17. This solicitation carries a DO rating of C9E. The solicitation number is F29650-00QE-092, and is issued as a request for quotation, and shall be awarded in the aggregate. Anticipated award date is 20 July 2000. Packaging is standard commercial packaging for delivery of microelectronic devices and printed circuit boards. SIC Code 3825, Size standard is 500 employees. Desired delivery date is 31 Dec 2000. FOB Destination. Delivery/Acceptance is AFRL/LMCA, Attn: Paul Duggan (AFRL/VSSE) 3550 Aberdeen Ave SE, Kirtland AFB, NM 87117-5776. Alternate proposals will be accepted IAW FAR 52.212-1(e). Offerors must provide warranty information certifying that the boards meet the form, fit, and function parameters specified in Austrian Aerospace document UDS-AAE-PO-0004, Issue 1 dated 02 June 99. The government will furnish six (6) surface mount adapters, one each of the six (6) DRPM boards being procured, one (1) Lockheed Martin RH21020 and one (1) Temic TSC2120 DSP Integrated Circuits (IC_s) as Government Furnished Materials (GFM) as outlined in the Statement of Work (SOW). Copies of the Statement of Work can be obtained by contacting the POC_s listed at the end of this announcement. Offerors are to include 3 references, Cage Code information and completed Representations and Certifications IAW FAR 52.212-3. FAR Clauses 52.212-1, 52.212-4 and 52.212-5 will be incorporated by reference with the following exclusions: FAR 52.212-1(d) and FAR 52.212-1(I). An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the offer development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or the Contracting Officer, but to communicate contractor concerns, issues, or disagreements, and recommendations to the appropriate government personnel in the pre-offer phase of the competitive acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
